    Sailors of the Year announced for Commander, US Second Fleet

    NORFOLK, Va. – Commander, U.S. Second Fleeet announced Petty Officer 1st Class Patrice Washington, legalman, as Sailor of the Year, Petty Officer 2nd Class April Reed, operations specialist, as Junior Sailor of the Year, and Petty Officer 3rd Class Lataia Rabon, interior communications electrician, as Bluejacket of the Year during an all hands call, Dec. 7.

    “These sailors rose to the top and went from good to great today,” said Vice. Adm. Daniel P. Holloway, commander, U.S. Second Fleet.

    The Sailors of the Year each received a Navy/Marine Corps Achievement Medal for their professional achievement and superior performance in their duties.

    “There were four great candidates and the board members had a hard time deciding which one was the best. All candidates were very talented and very skilled nominees,” said Lt. Cmdr. Robert Shu.

    “These sailors demonstrated leadership beyond the normal; they go above and beyond their job requirements not for recognition, but because it needs to be done,” said Master Chief Yvonne Kitchen, Staff Command Master Chief.

    The ranks of E-1 through E-4 compete against each other to win the title of Bluejacket of the Year. The competition is one that judges them on leadership, professionalism, dedication, and superior performance.

    “Rabon was selected because she sets high standards for herself, along with community involvement and she is heavily involved with various activities in the command,” said Petty Officer 1st Class Timothy Dunbar, electronics technician.

    The E-5’s compete against each other to win the title of Junior Sailor of the Year.

    “Reed is the best enlisted person I have had working for me since being commissioned. She is the Leading Petty Officer of a division with 23 people as an E-5,” said Lt. Ken Massie.

    The E-6’s compete against each other to win the title of Sailor of the Year.

    “Washington consistently turns in work that exceeds our expectations along with being involved with many committees, projects and collateral duties. She is very dynamic and is the type of sailor we as leaders try to mold our sailors into,” said Lt. Cmdr. John Bartlett, Second Fleet deputy staff judge advocate.
