    CAMP LEMONNIER, Djibouti – A dozen sailors attached to Camp Lemonnier, Djibouti, completed two weeks of supervisory-level training on alcohol and substance abuse issues, Nov. 12.

    “This is the first time that this level of training has been offered in theater,” said Petty Officer 1st Class Anthony Farrer, an aviation ordnanceman and one of two Mobile Training Team instructors that came to Djibouti from the Center for Personal Professional Development, in Virginia Beach, Va.

    “These are mandatory courses for all E-5 through O-3 personnel. Offering the courses here in Africa gives us a chance to reach those who didn’t receive the training before they left the states.”

    During the classroom instruction, Farrer and Chief Petty Officer Angela Crawford, a ship’s serviceman guided the attendees through four courses: three Alcohol and Drug Abuse Managers/Supervisors classes (for supervisors, facilitators, and leaders), and a Drug and Alcohol Program Advisor class.

    The ADAMS courses are designed to train and certify qualified command personnel so they can facilitate the courses at their local commands. The courses cover topics such as drug policies, alcohol as a substance, the supervisor’s role in dealing with the issues of alcohol and drug abuse, and the supervisor’s role in enabling alcohol and drug abuse among his personnel.

    The MTT instructors were requested to come to Djibouti by CLDJ Command Master Chief Rosa Wilson. “We serve alcohol on camp, so we need to make sure we have trained personnel on staff to handle any alcohol-related issues.”

    Personnel on camp are authorized to drink, as outlined in the General Order on Alcohol, signed by both CLDJ and Combined Joint Task Force-Horn of Africa leadership.

    “We owe it to ourselves and our sailors,” said Wilson, “especially those who may be coming here and drinking for the first time, to offer them support.”

    Each of the 12 graduates will be tapped to train other supervisors in recognizing the warning signs of alcohol and drug abuse.

    Petty Officer 1st Class Shane Vandehey, a master-at-arms and a leading petty officer in CLDJ’s operations department, had several reasons for signing up for the training. “I wanted to do this because I've seen a lot of related issues with my family, and as an MA [Master-at-Arms], I see a lot of Sailors getting in trouble. Maybe I can reduce my workload and try to prevent Captain’s Masts from happening.”

    Petty Officer 1st Class Khilashwar Narine, a logistics specialist and cargo’s leading petty officer in operations department, was surprised at how much responsibility a DAPA has. “The thing that affected me the most was the knowledge that I would have such an impact on someone's career.”

    Capt. Darius Banaji, CLDJ’s commanding officer, was on hand at the end of the training to say a few words to the graduates. “You've been given lots of information; perhaps the most relevant is the information about preventative measures and knowledge.”

    Banaji charged the attendees to use their new skills and information to help others. “Sometimes people don't know their limits, and make impaired decisions. We as a command need to be able to recognize this and be there to help. We owe it to them.”
