    NCTS San Diego Holds Change of Command

    SAN DIEGO – Naval Computer and Telecommunications Station San Diego (NCTS SD) held a change of command ceremony on July 17 aboard Naval Air Base Coronado, marking a significant transition in leadership for one of the Navy's key communications stations.

    During the ceremony, Cmdr. Derrick V. Moore, an Arkansas native, relieved Capt. Hannah L. Bealon, a native of Massachusetts, who has served as NCTS SD Commanding Officer since June 2023.

    Under Bealon’s leadership, NCTS SD managed critical Internet Protocol Router (IPR) pier services, Navy Tactical Wide Area Network (NTWAN) operations, and more than 500 Defense Information Systems Agency (DISA) circuits. These supported both afloat and shore commands across all Navy regions with an impressive 99% connectivity rate.

    In addition to maintaining high operational standards, Bealon led major infrastructure and energy initiatives. She managed a $115 million Grace Hopper Energy Savings Performance Contract, completed the Military Construction Project-963 facility electrical upgrade, and oversaw the installation of eight Performance Optimized Data Centers (PODs). These data centers are projected to save the Navy $1 million annually in electricity consumption.

    During her remarks, Bealon expressed pride in the accomplishments of her team and gratitude for the opportunity to lead such a vital command.

    Presiding over the ceremony was Commodore Kelvin B. McGhee, Commanding Officer of Naval Network Warfare Command (NAVNETWARCOM) / Task Force 1010, who commended Bealon for her exceptional leadership and dedication to innovation and welcomed Moore to command.

    Moore, assuming command, brings a wealth of operational experience and a vision to continue strengthening the station’s mission capabilities. He emphasized his commitment to sustaining NCTS SD’s role in supporting fleet readiness and global communications resilience.

    Moore enlisted into the Navy in 1997 as an Electronics Technician. He was commissioned in 2009 through the Limited Duty Officer Program. He has an Associate Degree in Electronic Studies from Thomas Edison State College, a Bachelor of Science Degree in Liberal Arts from Excelsior College, and a Master of Science Degree in Cyber Security from Western Governor’s University. His most recent assignment was serving as the Chief Staff Officer / Executive Officer for Naval Computer and Telecommunications Area Master Station Pacific.

    “It is an honor to lead such a dedicated and talented team. Together, we will continue to uphold NCTS San Diego’s legacy of operational excellence, ensuring our fleet stays connected, ready, and resilient—anytime, anywhere,” Moore said.
