CLAY NATIONAL GUARD CENTER, Ga. – Soldiers, leaders, families, and distinguished guests gathered at the Clay National Guard Center on Oct. 19, 2025, to witness the official Change of Responsibility ceremony for the 78th Troop Command.
During the ceremony, Command Sergeant Major Brandon M. Cook relinquished responsibility to Command Sgt. Maj. Clint E. Cowser, marking the transition of senior enlisted leadership within one of the largest formations of the Georgia Army National Guard. The event was presided over by Brigadier General Theodore R. Scott III, commander of the 78th Troop Command.
“We’re more than just a high-caliber military organization, we are a family,” said Scott. “That’s what separates the National Guard from our active and Army Reserve counterparts. We grew up together. We served together. We’ve bled and cried together. In my time as Commander, Brandon has been my steady right hand, my sage proffer of wisdom. He has saved me from myself so many times. You’ve always put the soldier first, and Troop Command is only the better for your leadership.”
In his farewell remarks, Cook reflected on more than 30 years of service and expressed gratitude for his Soldiers and mentors. He highlighted the privilege of leading Soldiers in a formation he called home since his earliest years in uniform.
“Serving with leaders like Brig. Gen. Scott and Brig. Gen. retired John Gentry Jr. has been a tremendous honor,” said Cook. “Every call, text, or email came from passion, purpose, and the desire to make everyone in the formation the best version of themselves.” He continued, “Be the leader you want to be led by. Be the leader you want your children to be led by. Don’t ever accept anything less.”
Incoming Command Sgt. Maj. Clint Cowser expressed both gratitude and resolve as he assumed responsibility. He thanked his family for their unwavering support and spoke about continuing the legacy of excellence within Troop Command.
“What an honor it is to stand here before you today as I assume responsibility as the next command sergeant major for 78th Troop Command,” said Cowser. “Command Sgt. Maj. Cook, congratulations on an incredible 44 months in the position. You created an environment where Soldiers are empowered, informed, and confident in their skills. Together, we’ll uphold the Army values, foster trust within our ranks, and ensure every Soldier and their family knows they are valued and supported.”
The Change of Responsibility is a time-honored military tradition that signifies the passing of authority, accountability, and trust from one senior enlisted leader to another. This transition ensures continuity and stability within the unit.
