The quiet Sunday afternoon of California’s Tri-Valley was jolted by the thunderous boom of ceremonial cannon fire September 14, 2025, startling residents from Dublin to Livermore. The blasts marked a proud military tradition, a change of command ceremony for the 91st Training Division at its headquarters on Parks Reserve Forces Training Area (PRFTA) also known as Camp Parks.
The event marked the transfer of leadership from Brig. Gen. Colin J. Morrow, who had commanded the division since March 2023, to Brig. Gen. Shaun Miller.
PRFTA serves as the operational home of the 91st Training Division, anchoring its mission in the heart of Northern California. The installation provides access to critical training infrastructure and proximity to more than 30 tenant units, enhancing coordination and regional readiness.
“We’re honored to have the 91st Training Division headquartered here at Camp Parks,” said Lt. Col. Richard King, Garrison Commander of PRFTA. “Their presence reflects the interoperability and flexibility of this installation—not just for Army Reserve units, but for a wide range of military and federal government missions that operate side by side on this garrison.”
Originally constituted in 1917 as the 91st Division, the unit was activated at Camp Lewis, Washington, and served with distinction in World War I. It later played a pivotal role in the Italian campaigns of World War II, earning honors in Rome-Arno, North Apennines, and Po Valley. In 1959, the division transitioned from combat operations to a training-focused mission, becoming a cornerstone of Army Reserve readiness.
Today, the 91st Training Division (Operations) operates under the 84th Training Command and leads large-scale exercises, simulations, and leadership development programs across the western United States. Its programs support a wide range of military occupational specialties and integrate mission command solutions to build unit cohesion and operational effectiveness.
“The 91st Training Division is the Army Reserve’s premier training command west of the Mississippi,” said Col. David C. Beall, Deputy Commander of the 91st. “Our mission is to deliver realistic, rigorous, and relevant training that ensures our Soldiers are ready to deploy, fight, and win in any environment. We are building readiness within the US Army Reserve in order to fight and win our Nation’s wars.”
The 91st Training Division trains units from across the Army Reserve, primarily from the 79th and 377th Theater Sustainment Commands according to Maj. Daniel Finlayson, Deputy G3 for the 91st Training Division.
However, Finlayson says that participation is not limited to only those organizations. “Our annual Combat Support Training Exercise, or CSTX, is the Army Reserve’s largest sustainment-focused exercise,” said Finlayson. “It provides hands-on, combat-simulated training for a wide range of support units, including water purification teams, bulk and retail fuel operations, shower and laundry companies, and field feeding teams. The exercise brings together diverse capabilities in a realistic, mission-driven environment.”
Most recently, the Division conducted Operation Mojave Falcon at Fort Hunter Liggett, Calif., which also serves as the location of the 91st Training Division Headquarters (Forward). Participating units came from the Army Reserve Aviation Command, 1st Mission Support Command, 412th and 416th Theater Engineer Commands, 76th Operational Readiness Command, and the 200th Military Police Command. The training also incorporated aviation and port operations elements, military intelligence units, and real-world counterterrorism mission components.”
“In the past, we’ve also trained with OCONUS-based units, so it’s not just a regional exercise,” Finlayson added. “We’re preparing Soldiers to operate in joint, multinational environments that reflect real-world mission demands.”
