    NORFOLK, VA – Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) awarded a $495 million firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award construction contract to seven firms for a broad range of infrastructure improvements supporting the U.S. Marine Corps.

    The contract recipients are:
    • Quadrant Construction, Jacksonville, NC (N40085-25-D-2991)
    • Blue Rock Structures, Pollocksville, NC (N40085-25-D-2992)
    • Bristol General Contractors, Anchorage, AK (N40085-25-D-2993)
    • Joyce and Associates Construction, Newport, NC (N40085-25-D-2994)
    • Military and Federal Construction, Jacksonville, NC (N40085-25-D-2995)
    • P&S Construction, Tampa, FL (N40085-25-D-2996)
    • Syncon LLC, Chesapeake, VA (N40085-25-D-2997)

    Under the terms of the contract, these firms will perform new construction, demolition, repair, alteration, and renovation of buildings, systems, and infrastructure. Primary work locations include Marine Corps Base Camp Lejeune and Marine Corps Air Station Cherry Point, both in North Carolina. The contract performance period extends through September 2030, with potential for additional work across the NAVFAC MIDLANT area of responsibility.

    To initiate the contract, Fiscal Year (FY) 2025 Operations and Maintenance, Navy (OM,N) funds totaling $5,000 will be obligated to satisfy minimum guarantees. An additional $35,000 in OM,N funds will expire at the end of the current FY. Future task orders will be funded primarily through OM,N and Military Construction (MILCON) appropriations. All awarded contractors will be eligible to compete for task orders under the contract’s terms.

    The contract was competitively procured via SAM.gov, with 29 proposals received. NAVFAC MIDLANT serves as the contracting activity.
