HONOLULU — U.S. Army Secretary Dan Driscoll and Hawaiʻi Governor Josh Green signed a non-binding statement of principles addressing national security, land use, and areas of mutual benefit. This document reflects a collective understanding of how the Army and State will continue their collaborative discussions.

Secretary Driscoll echoed Governor Green’s sentiment that the statement of principles represents a start of constructive engagement rather than an iron-clad agreement. This framework supports transparent, open, and continuous conversation to ensure that both the Army’s and the State’s key requirements are satisfied.

The statement of principles highlights the following areas:
· Recognizing Hawaiʻi’s role in national security while respecting local communities
· Considering options to return land to Hawai’i
· Exploring ways to clean up unexploded ordnance and improve stewardship
· Discussing possible federal support for housing, infrastructure, and energy development
