    In support of the Army Continuous Transformation mission, garrison commanders and command sergeants major joined together at Fort Belvoir for the Sustainment Garrison Leaders’ Forum. The primary mission of Army Installation Management Command Directorate-Sustainment is to integrate and deliver installation support, enabling installation readiness and quality of life for people while supporting the overall lethality and operational effectiveness of the Army.
    Jay Condrey, the newly appointed director of ID-S, brings a wealth of experience to the role. A career infantry officer, Condrey previously served as garrison commander in Stuttgart, Germany, and as IMCOM’s Chief of Staff. During a team meeting in Fort Belvoir’s Garrison Operations Center Sept. 15, he expressed enthusiasm for his new position.
    “I feel like IMCOM is in my blood; I’m finally back home,” Condrey said to the garrison headquarters team, adding that his most valuable information for success is not phone calls or slides, but in honest conversations with the experts on the ground.
    “I know that I can look at slides and take phone calls all day long, but until I get a chance to meet with all of you, I’m not going to fully understand what kind of issues we have out there, and frankly, where I can be of assistance,”
    Condrey shared that his upcoming visits to not only garrisons, but also the many ID-S terminals, depots, activities, arsenals and plants will help him understand the unique challenges at each installation.
    “I understand how best to have a conversation with your commander to see where relief is best applied. So, I know you all spend a lot of time trying to feed information up, so that it helps inform useful decisions,” said Condrey. “I want to get to know the Garrison leadership, I want to get to know the Garrisons as I come out, so for me, that’s the number one goal of the Garrison Leaders’ Forum.”
    The Garrison Leaders’ Forum is a three-day meeting that allows the exchange of valuable information while strengthening leadership ties. During deep discussions, leaders create strategic solutions to installation management issues aimed at improving infrastructure resilience, community quality of life, and the overall garrison readiness of the force. A highlight of the week was the ID-S team enjoying a professional development focused tour of the National Museum of the U.S. Army, the newest museum in the National Capital Region.
    Col. David Stewart, Garrison Commander, said he was honored to host the forum and showcase how Fort Belvoir integrates mission execution with quality-of-life excellence.
    “From modern housing and nationally ranked medical facilities to robust Family programs, education, and community services, Belvoir shows how sustaining the force and caring for people directly supports operational readiness,” said Stewart. “Fort Belvoir excels in a variety of missions and services, driven by Soldiers, civilians, and contractors, and strengthened by enduring partnerships with our surrounding communities.”
    Condrey noted that Soldiers and Civilians never want to fail, and that mission success is the default expectation.

    “In our business, when we do our jobs well, our efforts often go unacknowledged or unnoticed. I see and understand what it takes to do what you do every day,” Condrey said. “There are people out there who are grateful for it.”
    As garrisons set their sights on the horizon, Condrey noted that transformation is not just about technology or structure. It requires leaders who can integrate emerging capabilities with proven leadership principles, ensuring the Army’s transformation enhances the most important element to military success – its people.
