U.S. Army Garrison Rock Island Arsenal

Visit Quad Cities, the official destination marketing organization for the Quad Cities region, held an event Sept. 23 focusing on “Unlocking the Arsenal’s Tourism Potential”. Attended by about 75 people from across the area, the event provided information on programs and facilities that welcome not only those that work on the island, but the general public.

A panel consisting of Dave Herrell, President and CEO of VQC, Col. Joe Parker, U.S. Army Garrison Rock Island Arsenal commander, and Victoria Kline, marketing specialist with the RIA Family, Morale, Welfare and Recreation, answered questions from a moderator and the attendees.

The Rock Island Arsenal stands as a vibrant center of history, recreation, and regional pride along the banks of the Mississippi River, serving both as a military installation and a vital part of the Quad Cities’ identity according Herrell. Its legacy stretches back to the War of 1812 and the Civil War, hosting artifacts, traditions, and stories that not only echo through time but also draw visitors seeking meaningful experiences in a unique Midwest destination.

“The cultural tourism and heritage that this place offers is so unique and we love talking about hidden gems,” said Herrell. “But this really shouldn’t be a hidden gem, it’s a gem and today is about how can we amplify it even more.”

    Historical Significance and Community Connections

RIA’s historical context is profound, with its roots deeply connected to indigenous populations, American military readiness, and national economic development. The museum showcases original artifacts and narratives, inviting tourists and locals to engage with the region’s compelling past. Community leaders emphasize the Arsenal's dual role: both as one of the largest employers in the Quad Cities and as a “destination within a destination” that anchors collective regional pride. The Rock Island National Cemetery and Quarters 1, second only in size for government quarters to the White House, serve as a poignant reminder of service, sacrifice, and connection for generations of residents and visitors.

    Recreation and Morale Welfare

The Arsenal is notable for its diverse recreational opportunities, accessible not only to military families but to the broader community. Through Morale, Welfare, and Recreation (MWR) programs, residents and visitors can rent bikes, kayaks, campers, and more—embracing outdoor fun along the river according to Kline.

The recently reopened nine-hole golf course offers another opportunity for leisure, while the unique auto service center provides both full-service and “do-it-yourself” mechanic bays, reflecting the Arsenal’s commitment to hands-on engagement and community relevance. Seasonal events, such as Roktoberfest and Armed Forces Day Celebration, showcase the welcoming spirit and vitality the Arsenal brings to local traditions.

    Enhancing Access and Visitor Experience

Parker stated that efforts are ongoing to improve visitor accessibility. “While our number one priority is protecting the installation, we work to balance that to ensure that we are an integral member of the Quad Cities,” said Parker.

The Arsenal does this by streamlining registration and entry, like shifting to real ID systems and allowing efficient year-long passes. Special events open the gates wider, giving residents and tourists seamless opportunities to attend festivals, reunions, and educational tours.

The Mississippi River Visitor Center, with its proximity to the Lock and Dam 15, provides an immersive experience and direct engagement with the Mississippi River and its regional impact.

    Economic Impact and Strategic Partnerships

As a cornerstone of Quad Cities employment and economic growth, the Arsenal is actively pursuing new community partnerships and agreements to expand its services and maximize its potential. Initiatives such as an RV park, automatic car wash, and collaborations with local business for on-island services reflect a forward-looking development agenda.

Group business — especially military reunions and conventions — is bullish, driving tourism and activating both leisure and historical experiences for a variety of demographics.

Future plans through VQC include self-guided trail packages launching in 2026 and coordinated celebrations marking America's 250th anniversary, ensuring the Arsenal’s place in the nation’s festive milestones.

    Education, Outreach, and Collective Vision

Rock Island Arsenal Museum welcomes more than 3,000 K-12 students annually for coordinated school visits, aligning interactive tours and museum sessions with local curricula on topics such as the Civil War. Field trips, leadership programs, and scout jamborees nurture the next generation’s appreciation for the site’s historical and cultural significance.

Community engagement stands at the center of the Arsenal’s future, with staff and leadership actively soliciting feedback and ideas to further tailor recreational offerings and public events to the region’s evolving needs.

As the Arsenal moves forward, it seeks to honor its history while inspiring fresh connections and opportunities. The message from its leaders and community champions is clear: the future of Rock Island Arsenal depends on the people it serves. Visitors, families, locals, and newcomers all contribute to making the Arsenal a proud, welcoming, and growing hub—a true gem of the Midwest that is ready to amplify its story on both national and global stages.
