    CAMP DOUGLAS, Wis. – The U.S. Property and Fiscal Office (USPFO) for Wisconsin earned the Outstanding Office Award in the 2025 Department of the Army Internal Review Awards Program.

    The Army bestowed the prestigious honor on USPFO Wisconsin’s internal review team in the “small” office category.

    USPFO Wisconsin, located in Camp Douglas, serves more than 8,500 Soldiers and Airmen and manages federal resources that flow to Wisconsin to administer to the Wisconsin National Guard.

    Lt. Col. Matt McDonald, the director of property and fiscal operations at USPFO Wisconsin said the internal review team was a critical component of USPFO, which he described as “unsung heroes” who ensure every aspect of military pay, resource management, installation level logistics, and procurement are happening behind the scenes for the Wisconsin National Guard.

    Nagarupa Yarlagadda, the supervisory auditor at USPFO whose office earned the honors, said she was proud to receive the recognition, but she credited her team for making it happen.

    “I have a high caliber team, and this award reflects their hard work and diligence,” she said. “I appreciate the Adjutant General, USPFO, and other senior leaders’ support. Their support is critical for my team’s success.”

    According to Yarlagadda, receiving this award from the Army was validation that they go about their business the right way.

    “One – it makes me feel validated that my strategy is correct, and two – it is nice to get that acknowledgement from senior leaders in the Army that are saying ‘yes you are on the right track and doing the right things,’” she said.

    The award citation specifically highlighted how USPFO Wisconsin’s Internal Review Office supported a major Joint Readiness Training Center rotation in 2024 by integrating and analyzing vehicle operator license and equipment data from four data sources and provided a solution which enabled commanders to proactively identify 100 percent of all license deficiencies and take corrective actions prior to the exercise.

    The office, which conducts audit and non-audit services and provides Wisconsin National Guard leadership with objective, independent and professional internal review services, also reviewed line-of-duty injury processes resulting in the formation of a working group to address deficiencies the team detected.

    In addition, the office currently participates in internal review community-wide efforts and actively shares best practices.

    The internal review office is one of three lines of defense, which includes employees, specialists such as the inspector general or legal teams, and the internal review office, to protect the organization and help it achieve its objectives and goals efficiently.

    The internal review office has worked hard to help leaders throughout the organization understand that even though they are auditors, their goal is to serve as trusted advisors. Besides conducting engagements, the internal review division is facilitating a change in risk culture. They’ve analyzed and audited a wide range of topics including telework management and logistics as well.

    “The internal review division focuses on key risks and selects challenging engagements,” Yarlagadda said. “So getting that recognition is pretty awesome.”
