Naval Facilities Engineering Systems Command (NAVFAC) Northwest awarded a $75 million Firm-Fixed-Price, Design-Build, Design-Bid-Build, Indefinite-Delivery Indefinite-Quantity Multiple Award Construction Contract September 24 for various roofing projects to each of the following contractors: AOD & RBT Joint Venture of Texarkana, Texas, AR6-Cram Construction and Roofing Joint Venture LLC of New Braunfels, Texas, P&L General Contractors Inc. of Oak Harbor, Washington, Southwest Construction & Property Management of Bremerton, Washington, Souza Construction Inc. of Farmersville, California, and Tri Coast Construction of Kelso, Washington.

The contract scope includes roofing construction, renovation, alteration, and repair work utilizing general construction for facilities in the NAVFAC Northwest area of responsibility, which includes Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming.

“A sound roof is essential to maintaining the integrity of any facility,” said NAVFAC Northwest public works director Robert Ganowski. “By repairing and upgrading these systems, we protect critical infrastructure, extend the service life of our buildings, and ensure our installations remain safe and reliable.”

Ganowski added that the infrastructure improvements on shore directly contribute to the operational success of the fleet at sea, noting that resilient infrastructure enables Sailors and civilians to focus on the mission without disruption from antiquated, failing facilities.

Most of the work will take place in Washington state and is scheduled for completion by April 2026.
