    GROTON, Conn. – Prime Minister of Norway Jonas Gahr Støre visited Naval Submarine Base New London in Groton, Connecticut, Sept. 21, 2025.

    The prime minister visited the “Submarine Capital of the World” to engage with Navy leaders and get an in-depth understanding of the Submarine Force’s role in U.S. and NATO defense capabilities. As a key NATO ally, Norway plays a vital role in maintaining the collective goal of peace through strength.

    Vice Adm. Robert Gaucher, commander, Submarine Forces, accompanied Støre during his tour of the “Submarine Capital of the World,” which was highlighted with a tour of the nuclear-powered fast attack submarine USS Virginia (SSN 774) and a press availability with Norwegian press.

    “The United States and Norway have had a decades-long relationship; you have been great partners in the High North,” said Gaucher in an introduction to Norwegian press. “I've personally had the opportunity to visit Norway many times.  You’ve always been great hosts and have been a great partner in Arctic operations.”

    Støre's visit focused on observing the submarine force mission and discussing shared elements of it to further strengthen the allied nations’ collaboration.

    “This is a great partnership,” Støre said. “This is part of our homeland security, and part of U.S. homeland security, because we are working together to maintain security for our countries. The stability of our regions, through this military cooperation, is strongly built on trust and mutual learning. I truly appreciate the openness that you have shown us.”

    The role of the Prime Minister of Norway is to give political support and approval for U.S submarine visits, ensuring that cooperation aligns with Norway’s NATO commitments and national interests. As a founding member of NATO, Norway is a strategic ally and operates six submarines of its own.

    The U.S. benefits greatly from Norway’s strategic location in the North Atlantic and Arctic, where access to Norwegian ports supports U.S. submarine operations and strengthens NATO’s undersea warfare posture. Close naval cooperation with Norway enhances interoperability, logistics, and the sustainment of forward-deployed submarine forces.

    The mission of the Submarine Force is to execute the Department of the Navy’s mission in and from the undersea domain. In addition to lending added capacity to naval forces, the Submarine Force, in particular, is expected to leverage those special advantages that come with undersea concealment to permit operational, deterrent and combat effects that the Navy and the nation could not otherwise achieve.
