FORT BELVOIR, Va. - With the symbolic casing of the colors for Army Data and Analytics Platforms (ARDAP), U.S. Army Program Executive Office (PEO) Enterprise bid farewell Aug. 28 to its data-centered project management office (PMO).
ARDAP, which was founded in July 2020 as part of the Army Enterprise Systems Integration Program PMO’s redesignation, had a forward-thinking mission for its time — to accelerate informed decision-making for Soldiers by ensuring near-real-time availability of command and logistics information.
During the organization’s disestablishment ceremony at Fort Belvoir, PEO Enterprise Program Executive Officer Bill Hepworth said the event was “not so much about a disestablishment as about a celebration of an incredible victory for the PEO that will endure for the next decade plus.”
As proof, Hepworth pointed to ARDAP’s nurturing of Army Vantage, which is used by nearly all programs across the PEO Enterprise portfolio, has helped usher in Soldier-centered design and produced major efficiencies for the Army. ARDAP also paved the way for the PEO’s Agile transformation and the Army’s future enterprise license agreements, he said.
Hepworth credited ARDAP’s outgoing acting project manager Toney Howard for taking over the portfolio at a time of great transition and overseeing the successful migration of its remaining programs to other portfolios. Hepworth also recognized Howard, who is retiring, for his more than 40 years of service to the nation.
Several other former ARDAP leaders attended the ceremony and shared highlights and memories of the organization.
Retired Army Col. Rob Wolfe, ARDAP’s first project manager, recollected the organization’s founding mantra, which was to be bold and celebrate failure. Deeming his former colleagues “a little ahead of our time,” Wolfe recalled how certain ARDAP programs used other transaction authorities, competitive prototyping, commercial off-the-shelf, low-code/no-code and Soldier-centered design years before they became standard within the Army. He encouraged his former teammates to continue their forward-leaning work.
“The spirit of ARDAP lives in all of us,” said Wolfe. “Take that spirit and help the Army do what we’ve been doing for half a decade.”
Wolfe’s former deputy at ARDAP, Jennifer Potts, focused her remarks on the concept of change, recalling how the organization had been stood up during the global COVID-19 pandemic and experienced routine shifts in product offices as Army priorities changed.
“Change is inevitable, but it’s necessary because without it, organizations and people become stagnant,” Potts said.
Former ARDAP leaders Brian Raftery and Howard wrapped up the ceremony, with Howard thanking his team for their work ethic and accomplishments. As part of the ceremony, Howard presented Elissa Zadrozny, former product lead for ARDAP’s Logistics Information Systems, with the Department of the Army Civilian Service Achievement Medal for exceptional performance.
