New leadership assumed the role of the Operational Response Team’s chief, July 23, here.
Col. Rowland Cardoni now leads the Department of the Air Force’s Program Executive Office for Command, Control, Communications and Battle Management’s ORT.
The ORT is comprised of operational and technical experts tasked with rapid prototyping and experimentation to ease transitions from acquisitions to operations. The team simultaneously falls under C3BM and the Air Force Research Lab at Wright Patterson Air Force Base, Ohio.
Cardoni said he has two priorities guiding his initial months in the position:
• Experiment with capabilities that track with established priorities with a focus on operational utility and its ability to transition to operations.
• Ensure ORT teammates perform to their highest ability through a work environment that fosters collaboration, communication, competence, and growth.
“As the ORT, our strength is a flat organizational structure,” Cardoni said. “A transformational leadership style will really shine in this environment. However, our team leaders are given the amount autonomy to move at the speed of relevancy. I rely on the team to make informed, rapid decisions and to work smartly with our warfighting and industry partners. Our direction from senior leaders is clear, which is why our motto is ‘we do the messy stuff.’”
Prior to this current role, Cardoni served as the Long-Range Fires experimentation lead at the Office of the Under Secretary of Defense for Intelligence and Security, and a lead programmer within the Military Intelligence Program portfolio.
“In that role, I was tasked to build and lead experimentation plans across the services and Defense Intelligence Enterprise which supports the intelligence contributions to precision, long-range fires,” he said. “We were charged to experiment fast, fail or succeed fast, then regroup and execute until solutions are found and successfully transitioned to operations.”
Cardoni will now lead an organization focused on developing capabilities that feed into the DAF BATTLE NETWORK. C3BM manages the DAF BATTLE NETWORK, which aims to connect sensors, effectors, and logistics systems to provide enhanced situational awareness and decision-making.
“I believe my past experience will inform my approach to leading ORT by adopting the successful attributes of senior leaders I worked for at the Pentagon,” he said. “Many of those attributes circled around taking care of our people which is our most important resource.”
