In a poignant conclusion to Regional Cooperation 25, Lt. Col. Erik D. Oberg, S3/Operations Officer for the 95th Troop Command, Montana Army National Guard, accepted a posthumous award on behalf of Command Sergeant Major William Frank. The recognition, presented by U.S. Central Command (CENTCOM), honored CSM Frank’s distinguished service and unwavering dedication to the success of the multinational exercise.
The award was presented June 27, 2025, before an audience of nearly 300 military personnel and dignitaries, recognizing CSM Frank’s creative problem-solving and steadfast support in overcoming key operational challenges; most notably in coordinating late arrivals and adapting logistics under pressure.
Inscribed with the phrase: “Where there’s a Will, there’s a way,” the award reflects the resilient spirit that CSM Frank exemplified throughout the exercise.
“Receiving this award in his memory is a humbling honor,” said Oberg, who worked closely with Frank. “Sergeant Major Frank didn’t just support the mission, he shaped its success through ingenuity, determination, and heart,”
Frank, who worked with the Montana National Guard's State Partnership Program for more than a decade, passed away on July 5, 2024, as a result of a motorcycle accident.
Regional Cooperation 25, hosted at Camp Edwards, Massachusetts, highlighted CENTCOM’s ongoing commitment to strengthening military partnerships and promoting stability through collaborative engagement. This tribute to CSM Frank stands as a testament to the enduring impact of leaders whose dedication transcends duty.
