Since the Department of Homeland Security (DHS) and the Department of Defense initiated Operation Southern Guard (OSG) earlier this year, Naval Supply Systems Command Fleet Logistics Center (FLC) Jacksonville’s team at Naval Station Guantanamo Bay (NSGB), Cuba, has been lending logistics and contract support in achieving Joint Task Force Southern Guard’s (JTF-SG) strategic goals.
With one of NAVSUP FLC Jacksonville’s 17 sites being at NSGB, the command headquarters and site team have been working hand-in-hand with their JTF-SG partners to support the operation.
From contracting support for food and ferry services, to providing fuel services and establishing additional postal operations and even coordinating cargo movements, the NAVSUP FLC Jacksonville team has helped sustain Operation Southern Guard since it began in early February, according to Robert Brunson, Fleet Logistics Support Department deputy director.
“Our team has contributed to the success of the operation in multiple logistics areas to include operational logistics planning, contracting, airlift and sealift support, and delivery of critical installation services,” Brunson said.
“Operation Southern Guard provides NAVSUP FLC Jacksonville the opportunity to support joint logistics requirements in U.S. Southern Command (SOUTHCOM) and the service components,” Brunson said. “We also worked closely with Navy Exchange Service Command (NEXCOM) to ensure delivery of critical services and quality of life capabilities to Joint Task Force Southern Guard.”
“At Site NSGB, the postal team collaborated with JTF-SG, the Military Postal Service Agency (MPSA), and Army and Marine Corps postal representatives to establish mobile zip codes. This initiative improved morale and quality of life for more than 1,000 deployed JTF-SG personnel,” said Cmdr. Jason Deleon, FLC Jacksonville’s site director at NSGB.
To address increased demand for ferry operations, the team maximized the use of existing NSGB assets while pursuing contractual options to expand capacity. With limited capability of organic ferries and the competing transportation needs for fuel, food, personnel, and critical base support, the team implemented efficiency-focused ferry utilization strategies to ensure mission success.
The team worked closely with warehouse staff to plan and prioritize incoming sea and air cargo based on ferry availability. Coordination with NSGB Port Operations and JTF-SG helped ensure everyone understood the operational capabilities and limitations.
Additionally, the NAVSUP FLC Jacksonville team has been working with the Defense Logistics Agency (DLA) to streamline food services for both military personnel and illegal aliens.
NAVSUP FLC Jacksonville’s Supply Management Department worked with NEXCOM, SOUTHCOM, and DHS to execute a transportation support operation as part of JTF-SG.
The operation involved the movement of 10 surface cargo shipments, which included a total of 493 containers. These containers collectively held more than 400,000 pieces of cargo, weighing 42,000 short tons and occupying more than 520,000 cubic feet of cargo space.
This coordinated effort highlights logistical expertise and strong interagency cooperation between military and DHS partners. The seamless transportation of such a large volume of essential materials played a key role in supporting mission objectives tied to regional security and operational support, according to Cmdr. Alex Holch, Supply Management Department Director.
NAVSUP FLC Jacksonville’s Regional and Fuel Operations Department has provided about 15,000 gallons of fuel for ground equipment and more than 500,000 gallons for aircraft in support of JTF-SG.
“The team played a vital role in preventing a potential fuel crisis that threatened critical air operations by providing essential technical information, which directly supported the decision to reactivate a key fuel pipeline,” said Lt. Cmdr. Gene Krampen, Southeast Regional Fuels Officer.
“I’m incredibly proud of our fuels teams for their prompt action and technical acumen,” Krampen said. “Faced with a critical aircraft fuel shortfall during Operation Southern Guard, they delivered the data and risk analysis needed to support a safe, informed decision to reactivate the cross-bay pipeline. Their decisive efforts stabilized fuel resupply, ensured uninterrupted support to flight operations, and demonstrated our steadfast commitment to supporting regional installation commanding officers with timely, data-driven solutions that protect mission readiness under pressure.”
