    WINCHESTER, Va.- The U.S. Army Corps of Engineers Transatlantic Division Knowledge Management Team was honored with the fiscal year 23 U.S. Army Corps of Engineers Outstanding Knowledge Management Professional of the Year Award here Nov.16.
    The honor is given annually to teams that enhance the efficacy and efficiency of U.S. Army Corps of Engineers' operations. The team members developed and implemented an electronic after-action review and lessons learned tool.

    Recognition was given to eight individuals from across the Transatlantic Division for their outstanding contributions. The awardees were Marissa Woodward, Transatlantic Division program manager, Steve Markland, Middle East District design manager, Chad Crosbie, Middle East District supervisory mechanical engineer, Matthew Kenny, Middle East District, support agreements manager, Mark Morris, Middle East District, information technology specialist, Elaine Lawson, Transatlantic Division management analyst, Megan Hoover, Middle East District design quality manager, and Zenovia Wilcox, Transatlantic Division program manager.

    In a groundbreaking achievement, the U.S. Army Corps of Engineers Transatlantic Division has elevated its commitment to operational excellence with the introduction of the After-Action Review and Lessons Learned Dashboard Tool.

    The tool is a digital innovation enhancing the traditional handwritten after-action review, a standard U.S. Army learning procedure since the 1970s. These reviews entail immediate post-activity meetings to assess successes, failures, and areas for improvement.

    According to Zenovia Wilcox, Transatlantic Division program manager, in contrast to handwritten after-action reviews this electronic tool streamlines the capturing and sharing of lessons learned from projects, exercises, and events, benefiting not only our regional partnerships but also our international mission partners by improving the quality of their projects. These types of Lessons Learned Repositories are being implemented across divisions and it boosts visibility and knowledge transfer within the Transatlantic Division region, the U.S. Army Corps of Engineers and beyond.

    Its inception, detailed by Wilcox, underscores its role in enhancing organizational efficiency.

    “The Transatlantic Knowledge Management Team was highly invested in the opportunity to create a learning environment for every organization within the Transatlantic Division, the Middle East District and Expeditionary District by creating a tool that enabled such sharing and growth through the After-Action Review process and development of lessons learned. One must learn to grow,” said Wilcox. The team exemplified the spirit of learning both as they worked with each other to develop the tool and as they trained and mentored staff on how to use the tool and execute the After-Action Review Lessons Learned process. The Knowledge Management Team sought out early testers across multiple organizations to ensure the After-Action Review dashboard would work for everyone. We are still engaged in soliciting feedback to keep improving the dashboard,” stated Wilcox.

    During the development of the AAR/LL Dashboard tool, the team incorporated two feedback sections within the primary information field: These were designed to effectively gather and showcase direct feedback from international stakeholders and non-USACE partners ensuring that valuable input is neither lost nor overlooked. These feedback sections are equipped with search functionality and serve to enhance transparent communication throughout the AAR process, thereby bolstering support for the U.S. Army Corps of Engineers mission.

    Megan Hoover, Design Quality Manager for the Middle East District, provided insights on the alignment of the AAR/LL tool with the objectives of the Middle East and Expeditionary districts. Hoover highlighted the diverse responsibilities of U.S. Army Corps of Engineers commands in military programs and underscored the importance of thorough planning to ensure the delivery of top-notch projects.

    “U.S. Army Corps of Engineers commands are responsible for providing products and services in all military program areas. In order to deliver a high-quality project, quality has to be planned for and managed, therefore continual improvement is a performance imperative for every command and is achieved through the review of project results, identifications of non-conformities and systematic problems, tools for root cause analysis, and implementation of appropriate corrective actions. The process of continual quality improvement leads to the refinement of the overall quality system, of which After Action Reviews is one of these processes, and the AAR/LL Dashboard helps facilitate this learning process,” stated Hoover.

    As the Transatlantic Division moves forward, the AAR/LL tool stands as a shining example of how dedication to knowledge management can streamline operations and contribute significantly to the broader vision of organizations like the U.S. Army, Army Corps of Engineers, the Transatlantic Division, and our international partners.
