    The United States and Gulf Cooperation Council kicked off Exercise Eagle Resolve 23 with a week of academic training in the Kingdom of Saudi Arabia, May 21- 25, 2023.

    The exercise allows the countries to train on new skillsets which are important to stability of the Middle East and reflect a common understanding of the global security environment.

    A key part of the exercise is the focus on coordinating information operations across the region.

    “Simply put, information operations is our ability to achieve real world effects and reach military goals by shaping the information environment,” said U.S. Army Sgt. 1st Class Nicholaus Kobs, 8th Psychological Operations Battalion psychological operations specialist. “Exercises like ER23 allow us to build a mutual understanding on the IO front to increase interoperability with our partners, both in training and practice.”

    The U.S. Army defines IO as the integrated employment of information-related capabilities to influence, disrupt, corrupt, or usurp adversarial human and automated decision making while protecting their own.

    During the planning phase of the ER23, IO was an important consideration to properly integrate across differing capabilities and languages.

    “With every operation, we need to think about how IO will support,” said U.S. Army Lt. Col. Ilya Nemtsov, U.S. Central Command Forward Kingdom of Saudi Arabia information operations planner and ER23 lead IO planner. “For this exercise, one of the goals is to show the rest of the world how the U.S. and our GCC partners work together and are aligned with common operating procedures. We are able to show how we face common threats together through information.”

    For the academic training week, U.S. Army IO specialists provided briefs and training to provide the GCC countries with a baseline to build on through the exercise. They covered a variety of topics including an overview of IO, psychological operations, strategic communication, the effects of operational security, and showcased the USCENTCOM Department of Defense Rewards Program.

    “The Department of Defense Rewards Program uses financial incentives to get everyday citizens to provide the U.S. with information that helps protect personnel of the U.S. and its partners,” said U.S. Army Maj. Joshua Bennett, USCENTCOM Forward IO planner. “I want our partners to be aware of how successful our program has been so they can evaluate if a similar program could enhance their operations.”

    The program allows for tips on information that would support force protection, combating terrorism, U.S. national security or protects U.S. interests.

    After providing the briefings, Nemtsov said he thought that by providing IO in academics week it would spark conversations and help set the exercise up for success.

    “It is very important that our messaging is synchronized across the board,” Nemtsov said. “When we are talking to those around us, we need to be aware of what we are communicating, and practicing information operations is the key to getting there. Our main objective is to help our partners implement IO to make this exercise a success. We are looking forward to seeing how we all come out of this exercise stronger in IO.”
