    FORT LEE, Va. – The Defense Commissary Agency received the DOD Chief Information Officer Award for its work in deploying Commissary CLICK2GO, the agency announced.

    “We were able to deploy online shopping at more than 230 stores, completing this critical mission in late September – way ahead of our schedule,” said Bill Moore, DeCA director and CEO. “We thought we could get it done by the end of December; by the extraordinary efforts of our IT staff, our IT contractor, and store workers, we finished by the end of September.

    “Our IT [information technology] team led this effort and was the driving force in our rapid deployment,” he added. “This award acknowledges their outstanding contributions to dramatically improving the quality of life of our customers.”

    The DoD CIO Annual Awards program recognizes individuals and teams within DOD for exceptional achievements within the Digital Modernization portfolio.

    “DeCA’s director set a goal, and DeCA IT moved technical mountains to achieve it,” said Dr. Theon Danet, the agency’s executive director of IT and CIO. “The team collaborated with multiple external and internal partners to establish a much-needed benefit for our DOD patrons.”

    Commissary CLICK2GO is the first part of DeCA’s three-legged stool of convenience: 1) online shopping – curbside pickup or Commissary CLICK2GO, 2) online payment and 3) delivery. Through curbside delivery, DeCA offers its customers an online and mobile shopping option, where they can browse items, submit orders, schedule pickup and pay for their groceries from their computer, phone, tablet or mobile device.

    However, the path to installing the service across the DeCA universe was creeping along at a snail’s pace, 11 stores in two years, Moore said.

    The slow walk soon became a sprint thanks to the following efforts:
    • DeCA modernized its online platform, specifically its technology to support next generation digital shelf, dynamic order fulfillment, and secure and trusted online payment.

    • By leveraging modern cloud technology and an industry leading platform, the agency was able to trim 88 percent from roll out costs (from $51.7 million to $5.9 million) and reduce the deployment schedule by 92 percent (from nearly seven years to six months).

    “From our IT associates to our contract members from NCR, and to our unsung heroes at the store who deliver the service to our customers, the deployment of Commissary CLICK2GO was indeed a team effort,” said Willie Watkins, acting director of DeCA’s eCommerce directorate. “By making Commissary CLICK2GO available we are adding tremendous value to the commissary shopping experience for our customers.”
