A civilian scientist at Naval Surface Warfare Center (NSWC), Corona Division received one of the command’s most prestigious awards for his immense contributions to the Navy mission during a command ceremony.
The Jerry L. Hayes award was presented to Senior Scientist Dr. Stephen Dwyer of NSWC Corona’s Measurement Science and Engineering (MS) Department, which serves as the technical advisor for the Navy’s metrology and calibration program and provides weapons interface engineering assessment, strategic weapons surveillance and testing, and test systems assessment.
“The Jerry Hayes Award is given to individuals who have made a lasting and tremendous scientific or technical impact advancing the mission of test and measurement, and who help advance the Navy forward, to fight and win,” said Commanding Officer Capt. Khary Hembree-Bey. “Dr. Dwyer embodies our core values of honor, courage and commitment, and he does so while supporting our nation without wearing a uniform. I’m proud to stand here today and present this distinguished award.”
Dr. Dwyer was named the 2021 award winner in recognition of his technical expertise, innovation and commitment to providing exceptional support to the warfighter. He has spent his career devising ways to use measurement reliability data to optimize calibration support and provide practical data to Metrology and Calibration (METCAL) Program leadership, and his work in the area of measurement reliability for Test and Measurement Diagnostic Equipment (TMDE) has enhanced the command’s technical credibility and stature across both the Navy enterprise and the greater metrology community.
“I’ve done pretty much the same scientific things my entire career, just different aspects of them and for different reasons,” said Dwyer. “I’ve always been very interested in optimizing things for the Navy, and I enjoy the freedom I’ve been granted to pursue some of the work I think needs to be pursued.”
Dwyer received a bachelor’s degree in mathematics from the University of California, San Diego before earning a master’s in business administration from San Francisco State University. He began his career at the Pomona Gage Lab in 1981 as an operations research analyst. He became an apprentice of Hayes himself in his first two years of employment, conducting groundbreaking research in measurement reliability and developing new ways to calculate calibration intervals for Navy TMDE. He was instrumental in finding new applications for calibration data, focusing on the practical application of measurement reliability data. He also used calibration results to introduce the concept of maximum intervals.
He joined NSWC Corona’s MS Department in 1999, where his professional knowledge and insight allowed him to communicate complex mathematical concepts in a manner that was easily understood. Throughout his career, he has supported Navy METCAL Program initiatives and provided direct support for major acquisition and fleet customers, while also serving as the Navy representative for the Tri-Service Group on Calibration Intervals.
“I suppose when you receive an award like this, it kind of puts all your hard work into perspective,” said Dwyer. “It is nice to know you are valued and recognized for something you truly enjoy doing every day.”
He said he also helps to build the technical foundations, processes and tools used for measurement reliability Navy-wide. His work has significantly contributed to the development of numerous Navy METCAL Program guidance documents and processes.
Now that his career accomplishments and contributions have branded him a scientific all-star, Dwyer said his new focus is on nurturing the next generation of Navy scientists.
“I’m trying very hard to transfer my knowledge to the younger scientists for continuity,” said Dwyer. “Everything I’ve learned over the years, I don’t want all of that to be lost. I want to ensure the next generation of scientists can continue this work. I feel like we’re doing something important.”
The Jerry L. Hayes award pays tribute to the accomplishments of Jerry L. Hayes, the founder of the Navy's Metrology and Calibration Program.
