Pursuant to the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality, the Department of the Navy (Navy) has prepared a Draft Environmental Impact Statement (EIS) to evaluate the potential environmental effects associated with modernization of the Naval Base Point Loma Old Town Campus (OTC) to support Naval Information Warfare Systems Command’s (NAVWAR) current and future operational readiness.
The 60-day public comment period began on May 14, 2021 and ends July 13, 2021. Due to current federal and state guidance on social distancing in response to the COVID-19 pandemic, the Navy will hold two virtual public meetings to provide information about the Proposed Action and the draft environmental analysis, and to accept public comments on the Draft EIS. The virtual public meetings will consist of a presentation explaining the Proposed Action and environmental consequences followed by formal public comment. Additionally, the public will have the opportunity to participate in the National Historic Preservation Act Section 106 process through the virtual public meetings.
The public will be able to submit comments on the potential adverse effect to historic properties and provide input on how to resolve adverse effects. Details on the virtual public meetings, how to access the Draft EIS, and how to submit written comments are provided below. All comments submitted by July 13, 2021 will become part of the public record, and substantive comments will be considered in the development of the Final EIS. The Navy welcomes your input.

During each meeting, a presentation will be given at 5:30 p.m. Pacific Time followed by the opportunity to provide formal comments on the Draft EIS. The presentation is also available on the project website. Virtual public meetings will also provide the opportunity to comment on impacts to historic properties under Section 106 of the National Historic Preservation Act.
