    First Army

    Soldiers from the 308th Civil Affairs Brigade and the 415th Civil Affairs Battalion, conduct a validation exercise, VALEX 3-21, at Fort Custer, Mich., as First Army and 308th CA BDE OC/Ts evaluate the Civil Affairs teams.

    Two select Civil Affairs teams are essential to the Civil-Military Operations Center, (CMOC): the Civil Information Management Team, (CIM), and the Civil Affairs Planning Team, (CAPT). The CIM team proceeds to process, analyze, and organize information brought from the Civil Affairs Teams, (CAT), that operate throughout the operational environment. CIM Chief of exercise Crimson Dawn 3.0, Maj. Nathaniel Carsey, from the 308th CA BDE, coordinates the CIM team and presents the information, in a concise way, to operational partners, as well as the CAPT team, to better enhance the commander’s Common Operational Picture, (COP). Maj. Carsey explained his position within the CIM team, “We’re having to learn how to tie all of these separate bits of information together and try to formulate a bigger picture.” The information is packaged in a way to make clear of its relevance to the audience.

    Currently living in Toledo, Ohio, Maj. Carsey first enlisted in 2001 and decided to become an officer through ROTC. Maj. Carsey first became interested in Civil Affairs after experiencing civil engagement missions during which he provided security for Civil Affairs operators in Afghanistan; he later became a qualified Civil Affairs officer. The cohesion of the CAT, CIM, and CAPT teams, and the information resources they provide, builds and fosters the relationship with the host nation which develops lasting results.
