Cmdr. Angel Santiago was relieved by Cmdr. Troy Brown as commanding officer of NMCB-4 in a small ceremony, attended by immediate family members and key NMCB-4 personnel, due to COVID-19 mitigations.
“Since I first signed on for a tour in the Seabees some twenty years ago, I was hooked,” Santiago said. “I’ve fought my way back into the community time and time again – now completing my fifth Seabee tour – and it is all because of the people. Seabees are among the best that our amazing country has to offer.”
Santiago, a native of Bayamon, Puerto Rico, assumed command of NMCB-4 in June of 2018. He led the command through a deployment supporting Navy and joint forces at 15 detail and exercise locations throughout the U.S. Indo-Pacific Command (INDOPACOM) Area of Responsibility.
In his closing remarks, Santiago addressed the command.
“NMCB-4 heeded my call and joined me on this two-year voyage,” Santiago shared. “Together we weathered many storms and celebrated many victories. Many more await. I’m leaving the command in great hands and know that FOUR will support Cmdr. Brown as you continue your voyage into the uncertain days ahead. You are FOUR and you will succeed!”
Santiago will now report as the Executive Officer to Naval Facilities Engineering Command (NAVFAC) Northwest.
Brown, familiar to NMCB-4, is returning as the commanding officer six years after he served as the battalion executive officer. A native of Silverton, Oregon, Brown previously served as Assistant Operations Officer for NAVFAC Washington.
Brown recounted the start of his Seabee career in Port Hueneme.
“I cannot begin to tell you how honored and humbled I am to have the opportunity to serve with you,” he said. “Twenty-five years ago, I reported to Port Hueneme as EACN Brown and at that time, I could not have anticipated I would eventually be joining the NMCB-4 team as their Commanding Officer. It has been an amazing journey, filled with great challenges and unexpected opportunities.”
Brown served as an Engineering Aide with NMCB-3 and later commissioned as a Civil Engineer Corps officer. He has since served in various operational roles during Operation Iraqi Freedom II and in various other operational roles in Fallujah, Okinawa, and Pakistan. His shore assignments include tours in Naval Air Station Fallon, Commander Fleet Activities Chinhae, Korea, Civil Engineer Corps Officer School in Port Hueneme, CA, and multiple roles in the Office of the Chief of Naval Operations in Washington, D.C.
“I am proud to be serving my fourth battalion tour with you,” Brown said. “The successes I have experienced over my career are all attributable to being part of high performing teams like NMCB-4. I pledge to be ‘All In’, working together and leveraging our diverse knowledge, skills, and abilities to turn challenges into accomplishments.”
NMCB-4 is homeported in Port Hueneme, California. Seabees are the expeditionary engineering and construction experts of the Naval service. They provide task-tailored, adaptable and combat-ready engineering and construction forces that deploy to support global Navy objectives.
