HOHENFEHLS, GERMANY- British Army Brigadier Darren Stewart, Head of Operational Law at the British Army Headquarters, visited the UK Legal Advisers supporting 2nd Brigade Combat Team, 1st Cavalry Division during Combined Resolve XIII at the Joint Multinational Readiness Center at Hohenfels, Germany on Jan. 30, 2020.

Combined Resolve is a training exercise hosted by the Joint Multinational Readiness Center (JMRC). The exercise involves soldiers from 17 NATO allies and partners who work together during a 10-day exercise, which requires them to find solutions and overcome situations in a tactical environment.

During the last three Combined Resolve exercises there has been a legal adviser, or LEGAD from the United Kingdom who integrates into a U.S. brigade legal section. The purpose of the program is to increase interoperability between the two allied nations.

“With any multinational coalition you will have a lot of different countries that interpret the laws and rules that govern warfare differently,” said Maj. Nathaniel Babb, Mustang Observer Coach Trainer Team, JMRC, Hohenfels, Germany. “Having the UK LEGAD in a U.S. formation helps us identify and resolve any differences in the application of the rules of engagement and Law of Armed Conflict.”

During his visit, Stewart met with troops in the field who are participating in Combined Resolve XIII. He was also able to meet with the 7th Army Training Command leaders to discuss legal interoperability. The visit showcased the benefit of the partnership program and its ability to increase legal interoperability between the U.S. and UK.

“Continuing this for multinational interoperability purposes is a huge success and is something we need to and want to continue for the future,” Babb said.
