NATIONAL HARBOR, Maryland –Phyllis Toor was awarded the Military Health Services Federal Civilian Nursing Leadership Excellence Award at the Association of Military Surgeons of the United States (AMSUS) annual meeting on December 5, 2019, at the 2019 AMSUS Annual Meeting.
At the event, Toor was recognized for her leadership as the program manager for the U.S. Army Medical Command TeamSTEPPS program. TeamSTEPPS, short for Team Strategies and Tools to Enhance Performance and Patient Safety, is an evidence-based teamwork system designed to improve the quality, safety, and efficiency of healthcare.
Under Toor’s leadership, the framework and infrastructure was developed to achieve basic TeamSTEPPS training for more than 60,000 personnel. She led a train-the-trainer program that led to more than 9,000 qualified TeamSTEPPS trainers. In addition, 2,000 personnel received TeamSTEPPS training in surgical services simulation.
Toor also worked with the Agency for Healthcare Research and Quality (AHRQ) to revalidate the AHRQ national survey tool. Her work was recognized by the DoD, when she was awarded the highest distinguished civilian award, one of only seven in the entire DoD. She was named the 2019 Nurse lmage Maker of the Year by the Texas Nurses Association, for San Antonio, Texas.
The goal of TeamSTEPPS is to produce highly effective medical teams that optimize the use of information, people, and resources to achieve the best clinical outcomes for our patients. This system is designed to improve communication and other crucial teamwork skills among health care professionals in a variety of settings such as inpatient and outpatient environments.
TeamSTEPPS was developed by the Department of Defense Patient Safety Program, in collaboration with the Department of Health and Human Services’ Agency for Healthcare Research and Quality.
TeamSTEPPS is scientifically rooted in more than 20 years of research and lessons learned from the application of teamwork principles identified in crew resource management and within high reliability organizations.
The AMSUS Annual Meeting is for military healthcare professionals and leaders to improve the effectiveness, cohesiveness, and esprit de corps of the federal healthcare services. This year’s meeting theme is, “Transforming Healthcare through Partnership and Innovation.”
