PENSACOLA, Fla. – The Pensacola-area MyNavy HR force development team hosted the secretary of the Navy Nov. 5.
The Honorable Richard V. Spencer met with Naval Education and Training Command (NETC) senior leadership and information warfare (IW) training staff and students.
“I was impressed to see how NETC and the Center for Information Warfare Training (CIWT) not only equip our Sailors with the specific skills they need to do their jobs, but how they are pursuing modernized training,” said Spencer. “The momentum behind incorporating innovative technology that more effectively aligns with the fleet’s requirements and how today’s Sailor learns best is refreshing.”
Spencer first met with Rear Adm. Kyle Cozad, NETC commander, who provided the secretary of the Navy updates on the MyNavy HR pillar of force development, the command’s philosophy and implementation of culture of excellence, and NETC’s work with delivering Sailor 2025 through Ready, Relevant Learning (RRL).
Under force development, NETC is now charged with the entire “street-to-fleet” process that spans recruiting and training Sailors in an increasingly competitive talent market. NETC is also taking a hard look at, given recent realignment of officer and enlisted leadership development to the command, where character development belongs within a Sailor’s career-long learning continuum as part of a Navywide culture of excellence.
“NETC plays a critical role in building a talented Fleet for our Navy,” said Cozad. “The Navy is competing for talent by improving recruiting, training, educating, managing, and retaining the best Sailors in the world. To accomplish this, NETC must be better, faster, and more effective in our delivery of training and education.”
From atop CIWT’s headquarters, Spencer was presented with a birds-eye overview of Naval Air Station Pensacola Corry Station at Information Warfare Training Command (IWTC) Corry Station, one of 19 locations that trains the IW workforce. Part of that perspective included taking in a 37,000-square-foot temporary building that opened In September to accommodate the increasing student throughput as the demand grows for highly trained Sailors serving in the IW community.
After a visit to IWTC Corry Station’s AN/SLQ-32(V)6 electronic warfare (EW) system classroom, Spencer participated in a technology demonstration of the Multipurpose Reconfigurable Training System 3D® (MRTS 3D®), an example of RRL modernized training delivery. Developed by Naval Air Warfare Center Training Systems Division Orlando, MRTS 3D® laboratories will allow Sailors to use touch screens to see and access parts of tactical equipment in a video game simulation environment.
Students follow operating and maintenance manuals, interacting with the simulated equipment through intuitive touchscreen commands and gestures. MRTS 3D® will increase the number of training "reps and sets" a Sailor can perform virtually before actually interacting with physical equipment or systems.
“Careers in the Navy are complex and demanding, and we must ensure Sailors have the right training when they need it to perform at their highest level,” said Spencer. “MRTS is an example of using technology and modern learning techniques to provide the right training, at the right time, in the most effective manner for our Sailors.”
Spencer completed the visit with an all-hands call with CIWT and IWTC Corry Station staff and students.
During his one-day visit to Pensacola, Spencer also visited Naval Aviation Schools Command (NASC) where he toured Aviation Preflight Indoctrination, Aviation Rescue Swimmer School and Naval Air Crew Candidate School.
