PENSACOLA, Fla. – The Navy’s cryptologic technician (maintenance) (CTM) rating leaders are committed to ensuring CTM Sailors are just a login and a click away from the rating’s most up-to-date unclassified Ready Relevant Learning-like training, career and other various rating-specific information and news.
Through the Center for Information Warfare Training’s (CIWT) MyNavy Portal homepage, Master Chief Cryptologic Technician (Maintenance) Jim Theis, CIWT’s CTM rating lead/training manager and page administrator, routinely receives and shares relevant training and career information with the Navy’s roughly 900 CTMs.
“In my opinion, this is an outstanding use of technology and the way knowledge management is supposed to work,” said Charles (Chuck) Sauter, CIWT’s training director.
The CTM portal is becoming an integrated "one stop shop" for CTMs searching for unclassified training content, career information, rating news and rating contacts. It offers a ‘self-service’ web-enabled capability resulting in increased user effectiveness and productivity; significantly less frustration and time spent searching for information across multiple applications and systems; and an intuitive portal design so Sailors can focus on retrieving information about important rating training and other rating resources instead of wasting time trying to figure out where to find information.
“The portal gives us the ability to compile and pass along information quickly and succinctly via a fleet-facing ‘Ready, Relevant Learning-like’ resource that CTMs, no matter where they are in the world can use,” shared Theis. “With many of our CTMs serving as independent maintainers, it’s a resource we encourage them to use regularly and share feedback on ways we can make it better. It’s a rating portal for all CTMs and we encourage all to take ownership of it to help us make it even better.”
Ready, Relevant Learning (RRL) is a pillar of Sailor 2025 that provides Sailors the right training at the right time throughout their career. RRL delivers only the technical knowledge and skills required by the rating at specific points in a Sailor's career; leverages training technology; and delivers content at the point of need.
“The CTM rating portal is highly user friendly and contains a tremendous amount of helpful information for Navy CTM Sailors,” added Sauter. “Although the CTM rating is one of our smaller ratings, there is incredible involvement by the community supporting and utilizing the portal. The Sailors share useful information to help each other out when completing job-specific tasks, and they actually challenge each other to keep the references current. They are not doing this because of an order to do it–they do it because they want to do a great job. You definitely witness the pride and professionalism from CTM Sailors who care about their rating.”
From personnel qualification standards to step-by-step maintenance PowerPoint slide decks to rating-specific online tools, the CTM portal is greatly appreciated by the Sailors and leaders in the fleet that utilize it.
“I just wanted to reach out and say thanks for the amazing CTM page and information you’ve compiled online,” submitted in a recent email from Lt. Ryan Kavanaugh, an officer attached to USS Cowpens (CG 63). “We have found it truly priceless, especially in our current SLEP (service life extension program). I’ve never seen my solo CTM2 so happy when he discovered it.”

“This has been a great resource to help standardize our rating communication and information flow with all CTMs. It’s all of ours, not mine,” shared Theis. “If we all contribute to it, it makes our rating much stronger and directly impacts Navy readiness and lethality.”
With four schoolhouse commands, two detachments, and training sites throughout the United States and Japan, CIWT is recognized as Naval Education and Training Command’s top learning center for the past three years. Training approximately 21,000 students every year, CIWT delivers trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses in cryptology, intelligence, information technology, cyber, and officers in the information warfare community.
