    Naval Undersea Warfare Center Division Newport

    NEWPORT, R.I. — Betty C. Jester, a Naval Undersea Warfare Center (NUWC) Division Newport customer advocate and technical representative to the Naval Meteorology and Oceanography Command (NMOC), located at the Stennis Space Center, Mississippi, received the Department of Navy Meritorious Civilian Service Award on Feb. 28.

    The award, the third highest Navy honorary award for contributions that are of high value or benefit to the Navy, was presented by NMOC Chief of Staff Capt. Greg Emery.

    Her citation reads:

    “In recognition of her meritorious service and dedication to the U.S. Navy and Naval Meteorology and Oceanography Command (NMOC), while serving as Naval Undersea Warfare Center Division Newport technical representative from January 2018 to August 2018. Jester’s vision, leadership, dedication, innovation and perseverance directly led to optimally executing both the Oceans-In-Action Annual Naval Technology Exercise (ANTX) at Port of Gulfport, Mississippi, and the ANTX pierside presentation in Newport. A testament to her performance is the broad recognition of NMOC as an important Naval Undersea Warfare Center partner for the annual ANTX event. Applying enterprise behavior with an eye to long-term tactical cooperation between the two commands, Jester displayed exceptional leadership. Further, Jester went beyond the duties of her job, consistently devising innovative solutions to problems as they arose during the process to improve the event with the expressed goal to ultimately improve NMOC’s support to the warfighter. Jester’s unmatched ability, peerless initiative and dedication has reflected great credit upon herself and are in keeping with the highest traditions of the U.S. Navy.”

    Jester, a resident of Tiverton, Rhode Island, has been a NUWC Division Newport employee for 26 years. She holds a bachelor’s degree in computer electronic engineering from the University of Rhode Island and a master’s degree in business administration from Salve Regina University.

    NUWC Newport is a shore command of the U.S. Navy within the Naval Sea Systems Command, which engineers, builds and supports America’s fleet of ships and combat systems. NUWC Newport provides research, development, test and evaluation, engineering and fleet support for submarines, autonomous underwater systems, undersea offensive and defensive weapons systems, and countermeasures associated with undersea warfare. Currently celebrating its 150th anniversary, NUWC Newport is the oldest warfare center in the country, tracing its heritage to the Naval Torpedo Station that was established on Goat Island in Newport Harbor in 1869. Commanded by Captain Michael Coughlin, NUWC Newport maintains major detachments in West Palm Beach, Florida, and Andros Island in the Bahamas, as well as test facilities at Seneca Lake and Fisher's Island, New York, Leesburg, Florida, and Dodge Pond, Connecticut.
