    Ike Sailors Advance During Frocking Ceremony

    Sailors aboard USS Dwight D. Eisenhower (CVN 69) were promoted during a frocking ceremony in the ship’s hangar bay May 30.
    One-hundred and ninety Ike Sailors advanced and will be taking on new responsibilities and leadership positions.
    “I am excited and glad that I was frocked to second class,” said Logistics Specialist 2nd Class Kaitlin Harris, a member of supply’s S-1 division. “It’s nice to know that the work I have done is paying off.”
    The Navy holds bi-annual advancement exams, one in March and the other in September, allowing Sailors the opportunity to study and compete against their peers to fill vacant quotas within their rates and earn perks that come with advancement, including more pay.
    “Now as a second class, I can receive Basic Housing Allowance and move out of Public Private Venture housing,” said Harris. “I’ll have a little more freedom as well, which is very nice.”
    Sailors are encouraged to get their qualifications, warfare pins, and to accrue community volunteer hours to help themselves stay more competitive when ranked with their peers through evaluation.
    Harris said getting her qualifications, her work ethic, a good evaluation, and her study regimen all contributed to her promotion.
    “I was a little nervous about testing for advancement,” said Harris. “Thankfully I studied a minimum for thirty minutes a day a month before my test.”
    Harris said that her current and previous chain of commands have also been very helpful in their leadership as they encouraged and pushed her to better herself and make second class petty officer. Other Sailors also appreciated help from those around them.
    “I am very thankful that I made second class petty officer and I want to thank everyone for their support,” said Religious Program Specialist 2nd Class Justin Avis, a member of the religious ministry division. “I couldn’t have made it without my chain of command. This learning experience has been both good and challenging.”
    This advancement cycle marks the last time a Sailor can test for advancement without completing the Professional Military Knowledge Eligibility Exam (PMK-EE) courses corresponding to the rank for which they are testing. PMK-EE courses will be mandatory starting with the September Navy-wide advancement exams. This will separate military knowledge questions from the rate specific advancement questions.
    Sailors can access their PMK-EE courses through the Navy’s mobile application. The application will present randomly selected questions that are tailored to the specific paygrades of E-4, E-5, and E-6. All passing scores of 80% will be sent to Navy Training Management Planning System with the accompanying Sailor’s Department of Defense identification number. The application allows Sailors to receive a completion certificate in their email for personal records.
    “My advice to Sailors looking to advance in rank is to ask your chain of command how you can do better, and do it,” said Quartermaster 3rd Class Christina Finley, a member of the navigation department. “Work hard, get your qualifications and do more than is asked of you.”
    Sailors can find their official Navy rate-specific bibliographies to study for their respective advancement exams through the Navy’s Credentialing Opportunities On-Line (COOL) application or www.cool.navy.mil.
