VIRGINIA BEACH, VA – Two intelligence specialists from Information Warfare Training Command (IWTC) Virginia Beach were among those recently selected for the 2019 Naval Intelligence Community Awards, as announced in NAVADMIN 098/19.
IWTC Virginia Beach's selectees include Intelligence Specialist 1st Class Jesica Murphy and Intelligence Specialist 1st Class Brandon Emmons. Murphy and Emmons were among 21 service members and civilians selected from the naval intelligence community to be recognized for their outstanding leadership and performance of duties.
Murphy received the Cmdr. Dan F. Shanower Intelligence Specialist of the Year Award, which recognizes intelligence specialists for their performance, leadership, special accomplishments, and overall contribution to command efficiency, morale, and welfare.
“It is an honor to be recognized for such a formidable award. Winning this award has allowed me to pause and reflect on how this would have been attainable without my peers and leadership, their esprit de corps is one of the main reasons I am receiving this,” said Murphy. “I undoubtedly enjoy teaching, being able to motivate and mentor the students is honestly what makes it effortless.”
Murphy’s selection was based on her delivery of 1,112 hours of instruction to 168 students in the Operational Intelligence Course, a course in which she was hand-selected as the course supervisor. Additionally, she delivered 420 hours of instruction to the Maritime Security and Intelligence Operations and Basic Shipboard Intelligence Course, while qualified to instruct Intelligence Specialist “A” School. On her own initiative, Murphy updated and redesigned the intelligence specialist professional development website, consolidating publications and study materials in support of advancement training. As a member of the command volunteer coordination team, she led the 2018 Toys for Tots drive which raised $837 towards the purchase of toys for underprivileged children in the Hampton Roads area. As an unrivaled instructor and mentor, Murphy’s initiative reflects her steadfast dedication to the modernization of the Navy.
Emmons received the Vice Adm. Rufus L. Taylor Award for Excellence in Intelligence Instruction.
“It’s humbling and truly an honor to be nominated and selected for the Vice Adm. Rufus L. Taylor Award,” said Emmons. “I never thought I would be selected as I teach such a small scope of what the Intelligence community has to offer. The people I work with are truly exceptional and they are the ones who make it easy to come to work every day and do my job!”
Emmons provided direct support for three courses accounting for the delivery of 1,793 hours of training. He was hand-selected to completely redevelop the curriculum for the High Threat Meeting Course for 150 students, which led to the national accreditation. As the leading petty officer of the Marine Air-Ground Task Force Counter Intelligence/Human Intelligence “C” School, he directly led the daily oversight of 18 Navy and Marine Corps. instructors in providing 9,414 hours of expert instruction to 150 accession and fleet Sailors and Marines over five course convenes. Emmons consistently displays the highest qualities, technical acumen, and ingenious resourcefulness of a seasoned intelligence specialist master instructor who inspires every student beyond established standards.

Bosworth, commanding officer IWTC Virginia Beach. "Both Sailors are remarkably talented and serve as exceptional examples of performance and personal conduct. It is an honor to serve with such high caliber Sailors. "
IWTC Virginia Beach, located in Dam Neck Annex, currently offers 65 courses of instruction in information technology, cryptology, and intelligence with an instructor and support staff of 280 military, civilian, and contractors who train over 6,500 students every year. It is one of four school houses for Center for Information Warfare Training (CIWT) and also oversees learning sites at Jacksonville and Mayport, Florida; Kings Bay, Georgia; and Groton, Connecticut to continue aligning IW community training.
With four schoolhouse commands, two detachments, and training sites throughout the United States and Japan, CIWT is recognized as Naval Education and Training Command’s top learning center for the past three years. Training over 21,000 students every year, CIWT delivers trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses for cryptologic technicians, intelligence specialists, information systems technicians, electronics technicians, and officers in the information warfare community.
