    JACKSONVILLE, Fla. – Human Resources Specialist Deanna Price was awarded the 2018 Total Force Strategy and Management (AIR 7.3) National Employee of the Year Award for her outstanding performance while serving as a Human Resources Specialist at Fleet Readiness Center Southeast.

    Her leadership and efforts during a hiring surge in FY18 resulted in hiring almost 700 new employees that included a number of barriers she and her team had to overcome daily. Price proposed a relatively radical idea to change the way of doing business with processing recruitment actions by establishing a new onboarding team.

    “She constantly looks for ways to improve our internal processes to gain greater efficiencies and effectiveness,” said Workforce Planning, Staffing, and Classification Program Manager Ponhara Po. “She does not rest on her laurels and continuously challenges herself and her team to reach greater heights.

    “She is also invested in the success of the team members and spends countless hours with her peers to train, answer questions or help resolve work problems.”

    Price’s idea for a dedicated onboarding team was created to give potential candidates a point of contact to help navigate through pre-employment requirements. This is the most crucial part of the hiring process because it is the lengthiest part, requiring a lot of time and effort from HR and the candidate.

    Price was the driving force in support of the hiring goal for the command, which resulted in the processing of 239 external hires for the fiscal year, Po said. Her team averaged 75 days end-to-end cycle time.


    The onboarding team allowed HR to focus their efforts on the most crucial phase of the hiring process that demanded the most time from them. She worked closely with her team members to make sure the transition was a true team effort. It required everyone's support for it to succeed.

    By the next quarter, the number of external hires increased drastically. Ultimately, the team and command attained 97 percent of their hiring goal.

    Deanna has been with FRCSE since October 2016 and said her proudest accomplishment in winning the award was when she realized all of her competencies met their hiring targets and overall hiring goals were achieved.

    “Leadership has been very supportive and encouraged me to push my own personal limits,” said Price. “They challenged me with what appeared to be impossible hiring goals, and provided me the opportunity to express, plan and implement my ideas.”

    Corporate Operations Director Earl Vinson said the work Deanna and the rest of the HR team does greatly impacts FRCSE’s ability to return aviation maintenance products to the warfighter.

    “Our nation needs more mission-capable aircraft,” said Vinson. “HR doesn’t perform any work on aircraft, engines or components, but they hire and train the employees that do.”

    Vinson also said Price winning the award shows FRCSE has one of the best human resource offices in NAVAIR, and the Department of the Navy. NAVAIR tracks multiple metrics to measure the success of its HR programs, and FRCSE usually meets or exceeds these national goals.

    As a military spouse Deanna has worked with Morale, Welfare & Recreation, Navy Exchange and the Department of the Navy. Her interest in HR was sparked when she worked as a secretary in the Department of Defense Education Activity in Guantanamo Bay, Cuba and was introduced to HR-related work.

    Her first HR specialist position was with the Department of the Navy in Guantanamo Bay working with local hires such as military and DoD spouses and foreign national hires. From there, she went to Veterans Affairs in Anchorage, Alaska as an HR assistant where she learned how to create job postings in USA Jobs.

    “FRCSE has been the best command, providing me with more opportunities and flexibility to grow in my field,” she said. “My coworkers are a great group to work with.

    “Without them, we would not have reached our hiring goals.”
