COLUMBUS, Ohio (March 28, 2019) – Navy Recruiting District (NRD) Ohio held a change of command ceremony where Cmdr. Benjamin Martin was relieved by Cmdr. Robert Moran, March 28, 2019.
Capt. James Bahr, commodore, Navy Recruiting Command Region East, served as presiding officer for the ceremony and congratulated both officers for a job very well done during their time at the command.
“I’m privileged to congratulate Skipper Martin on such a successful tour and welcome soon-to-be skipper, Commander Moran to the helm of NRD Ohio,” said Bahr. “Recruiting is a challenging job but I’ve noticed that whatever is thrown at this command, they rise to the challenge. NRD Ohio has thrived under the leadership of Commander Martin, having consistently achieving outstanding levels of success and meeting or exceeding annual requirements during the year. Commander Moran, it’s your turn now. I know you are ready and have full trust and confidence in your ability to lead this great team.”
Martin, who was born and raised in Esneux, Belgium, reported to NRD Ohio in March 2016 as the executive officer. In July 2017, he fleeted up to become the commanding officer and said that this was the most rewarding tour of his long naval career.
“You are hands down, the best team in Navy recruiting,” said Martin. “Today is an opportunity to celebrate our collective accomplishments and for the entire team to renew their dedication to the task that still lies ahead. The mission never stops; the goal never goes away. Command is a privilege and it comes with great responsibility and sacrifice. Commanding Team Ohio has been the greatest honor of my 20-year career.”
Under Martin’s leadership, he led NRD Ohio to accomplish significant improvements in all areas of the enlisted and officer recruiting missions. More than 5,100 Sailors enlisted into the Navy and Navy Reserve while the command maintained one the nation's largest Delayed Entry Program pool, averaging more than 1,100 Future Sailors each month. The District achieved exceptional success in hard-to-fill programs as well, bringing in more than 350 Nuclear Field and 240 Special Operations Future Sailors, as well as dominating the Prior Service Mission in a non-fleet concentration area. The creation of an environment fostering innovation and growth at all levels led to recruiters earning five National Recruiting awards, a clean sweep of FY18 Region East Station awards, the FY18 Region East Small MEPS of the Year award, and for the first time in more than a decade, the Navy Recruiting Command Bronze "R".
“The moments I will cherish the most from my time in command will be the ones focused on personal interaction with the members of this team,” said Martin. “It was all about the people.”
Before the new commander could address the crowd, Capt. Christian Stover, director of field recruiting, Navy Recruiting Command, made the command transformation official and NRD Ohio would know be known as Navy Talent Acquisition Group (NTAG) Ohio River Valley.
“It’s been an honor and a privilege to work with these two fine leaders,” said Stover. “We have transformed seven commands into NTAGs and most of these commands have let transformation happen to them and reacted after the fact. The same cannot be said to these two skippers before you. By their own initiative, they attacked transformation head-on. This is the largest command that we have transformed to date and during transformation, you never saw a decrease in production.”
NTAG Ohio River Valley was initially scheduled to transform in August 2019 but with the steadfast leadership and swift execution, an early transformation was made possible. This is also the first NTAG with three subordinate talent acquisition onboarding centers (TAOCs).
Moran, who assumed the duties and responsibilities of command, was no stranger to the game. He reported as executive officer in October 2017, knowing he would eventually fleet up to relieve Martin of his commanding officer duties.
“It is an honor and a privilege to be your commanding officer during this incredible and exciting period of change and transition ahead of us,” said Moran. “I’m humbled to be your skipper as we forge a new path forward in an era of change. I know River Valley gets up every morning preparing for success and it’s a team of winners that will continue to win day after day.”
