    JOINT BASE PEARL HARBOR-HICKAM, Hawaii – Senior military officers representing 38 countries participating in the U.S. Army War College’s International Fellows Program visited the Center for Excellence in Disaster Management and Humanitarian Assistance during their Pacific region tour February 18 – March 3.

    The CFE-DM increases the readiness of U.S. forces, civilian and military counterparts, and international partners to respond globally to foreign humanitarian assistance and disaster relief operations through Civil-Military coordination, information sharing and regional planning.

    “The intent of visiting the CFE-DM is for our students to gain insight, build a relationship with a U.S. organization and stimulate thoughts so when they go back to their home country they can generate new ideas,” said U.S. Army Col. Frank P. Intini III, director for the International Fellows Program from the U.S. Army War College in Carlisle, Pennsylvania.

    The CFE-DM Director Mr. Joseph Martin presented a brief along with a question and answer session, explaining how his staff is able to help facilitate training and share information globally among civilian governmental and nongovernmental organizations, foreign militaries, and academic institutions with DMHA missions and programs.

    “We spoke about our recent disaster in Nepal which is very close to my heart,” said Col. Anup Thapa, IFP student from the country of Nepal. “As the director [Martin] said sometimes recipient countries aren’t sure what they need [at the time of a crisis]. They know there is a gap, but how do you fill it? What is required to fill it? Resident experts like this [CFE-DM] goes a long way in helping us to figure out what we need so we can cooperate in saving lives.”

    Throughout the academic year, the students at the USAWC learn strategic leader roles and responsibilities for developing, training, resourcing, equipping, and sustaining military forces.

    “Sometimes we struggle in the course to find the link between the strategy policy level and how it is implemented,” said Thapa. “Being here [at CFE-DM] gives us a clear illustration of the policy taken all the way down to the implementation level.”

    Mr. Martin’s presentation highlighted the training and education aspect of the center including the Humanitarian Assistance Response Training. This four-day course is designed to prepare U.S. military commanders and their staff to respond more effectively during civilian-led humanitarian assistance and foreign disaster response missions.

    “The IFP group of leaders were fully engaged by asking questions about how to better manage their country’s disaster response,” said Martin. “It’s always an honor to share our mission with impactful leaders from around the world. The more information we share with others and connect, the better we will be able to manage disaster responses globally with the least amount of human suffering.”
