    TEL AVIV, Israel – Col. Grant L. Morris, commander, 405th Army Field Support Brigade, along with Command Sgt. Maj. James R. Holmes III, 405th AFSB, conducted a site visit of War Reserve Stocks for Allies – Israel sites and took part in the Juniper Falcon 19 exercise practicing the transfer of WRSA-I from the U.S. to Israeli Defense Force control in support of the U.S. European Command mission readiness, Feb. 12-13.

    The WRSA-I transfer was part of a simulated emergency exercise in Israel. The scenario included the authorization for the IDF to take control of the stocks and an Office of Defense Cooperation representative was required to enter 405th AFSB facilities to complete the transition of ammunition.

    Planners and leaders of the IDF, Joint Staff, European Command and 405th AFSB monitored the exercise.

    “This (exercise) helped IDF, EUCOM, and State Department key planners and leaders to gain a better understanding of WRSA-I operations and our ammunition accountability process to support and to enhance our interoperability with the IDF,” Morris said. “It helped us to further improve our understanding and communication processes with our allies and partners.”

    Juniper Falcon 2019 is a bilateral exercise between the European Command and IDF to enhance interoperability between them. The exercise is part of a routine training cycle designed to improve cooperation.

    The Office of the Secretary of Defense directs the WRSA program to preposition stocks that assist U.S. allies in case of war. Army component commanders receive these stocks for transfer to the supported allied force under provisions of the Foreign Assistance Act and existing nation-to-nation agreements. The 405th AFSB executes the U.S. Army’s portion of WRSA-I.

    The command team visited two of its WRSA-I sites to assess facilities, the ongoing ammunition inventory, surveillance and restocking by U.S. Army Sustainment Command and 405th AFSB personnel.

    “This visit supports the ongoing cooperation between EUCOM and the IDF. It assists in preparing for the CLC (combined logistics conference) in June, where we will discuss logistics and facilities related issues,” Morris said.
