    EVERETT, Wash. -- Naval Station Everett concluded the last scheduled exercises of Commander, Navy Region Northwest’s participation in Exercise Citadel Shield-Solid Curtain 2019, Feb. 15.

    CS-SC is an annual two-part anti-terrorism force protection exercise conducted by Commander, Naval Installation Command and Commander, U.S. Fleet Forces Command on all installations in the continental United States.

    “Citadel Shield is important because it gives security time to run its internal drills and give us time for future evaluations,” said Ensign Tyler Trowbridge, Naval Air Station Whidbey Island anti-terrorism officer. “The importance is that it gives our patrolmen time to exercise their pre-planned responses, tactics, techniques and procedures."

    The drills conducted by CNRNW personnel at all bases covered a wide range of scenarios including small boat and waterborne improvised explosive device attack, suspicious packages, small boat waterborne surveillance and active shooters.

    The weather also posed an obstacle for installations around Navy Region Northwest.

    “The heavy snow and ice did not allow us to conduct the drills in the fashion that we had originally planned and we had to adjust to account for weather,” said Mark Brooks, NSE training and readiness officer.

    The drills included both field and command post exercises but plans were adjusted in order to ensure that safe training was conducted.

    “The exercise provided a valuable opportunity to coordinate security responses between installation and afloat unit security forces,” said Brooks. “It also established a learning environment for security personnel to exercise functional plans and operational capabilities.”
