    MCENTIRE JOINT NATIONAL GUARD BASE, S.C. – The South Carolina Military Department conducted a retirement ceremony for U.S. Army Maj. Gen. Robert E. Livingston, Jr., Feb. 16, 2019 at McEntire Joint National Guard Base in Eastover, South Carolina to recognize his 41 years of service in the South Carolina National Guard.

    Livingston enlisted in the South Carolina National Guard in 1978, commissioned through the Palmetto Military Academy in 1980, and assumed command of the South Carolina Military Department as the 28th adjutant general for South Carolina from U.S. Army Maj. Gen. Stanhope Spears January 2011.

    Throughout his military career, Livingston has commanded at all levels within the South Carolina National Guard, including commanding Task Force 218 while deployed in support of Operation Nobel Eagle, June 2004-January 2005, as well as Combined Joint Task Force Phoenix (VI) in Afghanistan, May 2007-April 2008.

    “General Bob Livingston is a great leader and a great Soldier,” said South Carolina Gov. Henry McMaster.  “General Livingston, we thank you. You’ve made South Carolina greater, even stronger, and we will always appreciate your great work and your service.”

    Under Livingston’s command as the adjutant general, the South Carolina National Guard continued to respond to federal missions with deployments in the Middle East, Europe, National Capital Region, and the Southwest Border. The South Carolina Military Department has also responded numerous times in the state with multiple natural disasters including the 1,000-year flood in 2015, Hurricane Matthew and the Pinnacle Mountain wildfires in 2016, numerous ice storms, and Hurricane Florence in 2018. 

    “General Livingston was such an amazing partner. A partner whether it was the 1,000-year flood, whether it was a hurricane, whether it was the fires, whatever we needed to do, we did it together. And it was all in the name of saving as many lives as we could,” said former United States Ambassador to the United Nations Nikki Haley, former governor of South Carolina.

    Additionally, the State Partnership Program between South Carolina and the Republic of Colombia was established under Livingston’s command as adjutant general in 2012 as the 64th State Partnership Program in the National Guard. Livingston explained, since the inception of the program, the partner nations have experienced lessons learned from each other in counterterrorism, counterinsurgency, consequence management, and response to local emergencies in support of local authorities.

    “The State Partnership with Colombia has been especially meaningful for me because of the fits that we’ve been able to achieve between South Carolina and the great country of Colombia,” said Livingston.

    Livingston lends credit to his success to his wife, Barbara, and the support she has provided throughout his years of service.

    “Barbara has been a partner in everything I’ve ever done and my military career has been very meaningful to both of us and she’s been right there with me…serving the people of South Carolina,” said Livingston.

    Livingston relinquished command as the adjutant general for South Carolina to U.S. Army Maj. Gen. Van McCarty during a ceremony also held Feb. 16.

    “Governor, I want to thank you and the lieutenant governor, and all of South Carolina for the privilege of serving as the head of your military,” said Livingston.  “I’m proud of this organization…I want to say thank you to our families, thank you to the great men and women of the South Carolina National Guard, and thank you to all of Team South Carolina.”
