    REDSTONE ARSENAL, Alabama – U.S. Army Space and Missile Defense Command/Army Forces Strategic Command hosted a Change of Charter for the command’s Future Warfare Center U.S. Army Training and Doctrine Command Capability Manager for Space and High Altitude.

    During a Jan. 4, ceremony, Col. Christopher Baker, USASMDC/ARSTRAT’s first TCM SHA and the person responsible for establishing the organization in July 2015, relinquished his charter, and Col Timothy G. Dalton received his charter as the incoming TCM SHA.

    “Col. Baker established the Directorate for TCM SHA, and in doing so, enabled this command to increase space operational capability and capacity, and advanced our proponency for space and high altitude force modernization.” said SMDC commanding general, Lt. Gen. James H. Dickinson. “I’ve been consistently impressed with his deep subject matter expertise and ability to represent the Army space user community.”

    Dalton became the new TCM SHA when Dickinson presented him a new charter on behalf of the TRADOC commanding general. Dalton is now charged with supporting the FWC’s mission as the architect for future force design by driving change to the current force with combat-ready forces and capabilities. Those efforts will be carefully balanced with a constant view to the future by preparing or adopting leap-ahead concepts or technology through innovative solutions.

    “Col. Baker and the TCM SHA team have done a great job of representing the warfighter throughout the lifecycle process by ensuring space, high altitude and navigation warfare requirements have been integrated and synchronized.” said Dalton. “It is an exciting time in TCM SHA as the Army's demand for these capabilities continues to grow. I look forward to working with the outstanding professionals of the TCM SHA, FWC and USASMDC/ARSTRAT teams.”

    Subordinate to the FWC’s Capability Development and Integration Directorate, TCM SHA serves as the Army’s user representative and centralized manager and integrator for all doctrine, organization, training, materiel, leadership and education, personnel, facilities and policy, or DOTMLPF-P, considerations for space and high altitude.

    The TCM SHA organization located at Huntsville and Colorado Springs, Colorado, consists of the Joint Friendly Force Tracking Division, responsible for more than five million track reports daily; Space Requirements Division; User Representative Division; and the Space Prototyping and Experimentation Division.

    Some of TCM SHA’s top priorities include the Space Superiority Program of Record; Joint Tactical Ground Station Preplanned Product Improvement fielding; position, navigation and timing/navigation warfare; overhead persistent infrared; joint friendly force tracking; and rapid fielding initiatives/experimentation.

    “The position of a TRADOC Capability Manager comes with a heavy responsibility. The TCM is a colonel, but within this charter he has authorities delegated from the four-star commanding general of TRADOC.” said Dickinson. “As we develop Multi-Domain Operations, space capabilities and applications are critical enablers for every other domain, and this adds to the importance of the TCM SHA role.”
