    Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Bahrain’s mission to provide full-spectrum logistics capabilities to maritime forces in the 5th Fleet area of responsibility never ceases. Every Sailor’s favorite supply service—affectionately named ‘mail call’—is especially busy this time of year. In addition to receiving, sorting and delivering mail, NAVSUP FLC Bahrain is also responsible for awarding Fleet support contracts such as the multimillion dollar mail handling services contract and the air terminal ground handling Services contract for the only postal hub in the region that supports all service members from Afghanistan to Egypt and down to Oman.

    NAVSUP FLC Bahrain recently hosted an Industry Day to enhance competition and awareness of the unique requirements for the air terminal and ground handling services contract that was last awarded in 2013. During the event, the contracting officer provided amplifying information and addressed questions from interested bidders. With the upcoming bidding period for the new contract, Industry Day brought numerous contractors together to discuss requirements and address questions about the planned solicitation.

    “The Industry Day was a success,” said Captain Terrel Fisher, Commanding Officer of NAVSUP FLC Bahrain. “Our goal was to increase awareness and reduce barriers to competition for this critical service; and, in doing so, ultimately save taxpayer dollars as we seamlessly transition to a new contract.”

    In addition to service contracts, NAVSUP FLC Bahrain also supports voyage repair and maintenance availabilities for all U.S. Navy and Military Sealift Command vessels in the 5th Fleet.

    NAVSUP FLC Bahrain contracting and industrial support representatives recently attended a regional maintenance summit in Bahrain with more than 50 key stakeholders from Naval Sea Systems Command, U.S. Naval Forces Central Command, Naval Surface Squadron-5 (CNSS-5), Commander Navy Regional Maintenance Center, Forward Deployed Regional Maintenance Center, Defense Logistics Agency, and others. The goal of the summit was to improve fleet maintenance support by bringing many of the involved commands to the same table to discuss processes, systems, challenges and opportunities for improvements.

    “NAVSUP FLC Bahrain works with our strategic partners across the region to support fleet maintenance.” said Rick Bauer, who leads the contracting department. “With complex requirements and tight deadlines, it’s important that we award contracts with accuracy and precision to support the entire maintenance process while maintaining accountability for every government dollar spent.”

    “In Fiscal Year 2018, our contacting department awarded $240 million in contracts to support more than 500 port visits, 12 maintenance and voyage repairs, and the delivery of five million pounds of mail to our customers across the region,” said Fisher. “We expect demand for our contracting service to grow in 2019.”
