National Guard constructions facility management office (CFMO) supervisors and environmental specialists from sixteen states came together for a National Guard Bureau Environmental Boot Camp conference at the National Guard Training Center in Sea Girt, N.J. from Oct. 21-25, 2018. The course included presentations on pollution, hazardous materials, climate change, and natural resources.
The course is part of the CFMO university, and is designed to educate facility managers on what services the environmental office provides. A team from the New Jersey Department of Military and Veterans Affairs, the department that oversees the New Jersey National Guard, developed and ran the course.
“Our objective is the educate the others states on how New Jersey develops their programs, and to help them implement things we’ve done here to improve their own programs,” said Charles Appleby, the chief of the New Jersey Department of Military and Veterans Affairs Environmental Management Bureau.
The course consisted of a classroom portion, with speakers from New Jersey, as well as an outdoor tour around the National Guard Training Center on Sea Girt.
“Sometimes it dives deep into environmental regulations, and then we get up and talk about the New Jersey Guard does environmental in our state,” said William McBride, from the New Jersey Department of Military and Veterans Affairs. “Other states can get ideas on programs, money, and how to work with regulators.”
During the outdoor portion of the class, students inspected generators, were briefed on hazards and limitations, and saw the protected areas of Sea Girt’s beach.
“The course has been very in-depth, and pretty all encompassing,” said Patrick Glennon, New Hampshire’s Environmental Branch Chief. “I’m fairly new in my position, so this was a good overview of everything the job is going to touch, from regulatory concerns to specific case studies to real world examples, it’s been really good.”
Appleby was proud of the changes the course has made in the environmental career field, in just two years of New Jersey hosting it.
“ We try to increase the networking between the states, and it’s been great” said Appleby. “We never say no when someone calls.”
