Command Sgt. Maj. Rocky Carr, assumed responsibility as the 21st Theater Sustainment Command’s 17th command sergeant major in the 2-star command’s history, May 18, when he assumed responsibility from Command Sgt. Maj. Alberto Delgado in a ceremony on Daenner Kaserne in Kaiserslautern.
Carr comes to the 21st TSC after serving as the command sergeant major for the 409th Contracting Support Brigade, based in Kaiserslautern.
“My experience in the 409th CSB, Army Contracting Command and Army Materiel Command, laid a groundwork of strategic and operational support that helps to understand the role of the logistic enterprise in delivering readiness to the tactical point of need,” Carr said. “The great contracting professionals at the 409th CSB are integrated at echelons across USAREUR to provide seamless acquisition where it is needed and work every day to help develop and refine requirements to support the warfighter. That approach dovetails in concert to the synchronization of the Joint Logistic Enterprise by the 21st TSC.”
Carr comes from a family with a strong military tradition. He is third-generation service member as two of his grandfathers served in the Air Force and Navy respectively, his father served in the Army as well as his older brother and younger sister.
“The military is sort of a family business is that regard,” he said. “We each maintain that special bond of shared experiences that is so prevalent with military service.”
Carr has many goals for his time at the 21st. He wants to be the eyes and ears of the command and serve as a voice for the Soldier. He said he also wants to add another positive chapter to the history of the 21st TSC by building teamwork and maintaining compassion for Soldiers.
“This is especially important as we attempt to balance their role in mission support with their personal wellbeing and readiness,” he said.
In his personal time, Carr himself enjoys “all things fitness” as he and his wife run frequently. He expects that Soldiers and Non-Commissioned Officers alike to understand the importance of readiness and establish and maintain good order and discipline and maintain a climate of dignity and respect. He expects all Soldiers to honor the Army Values and for NCOs to perform in accordance with their creed.
“I expect and would hope that each member of the 21st TSC leads a balanced life and enjoys the experience of being stationed in Europe,” he said.
