    SAN DIEGO – The Naval Intelligence Professionals (NIP) presented Lt. Robert Baxter the Vice Adm. Rufus L. Taylor Award for Excellence in Intelligence Instruction, Jan. 25.

    Baxter, a native of Colonia, New Jersey, is assigned to Information Warfare Training Command (IWTC) San Diego, and the lead instructor of the Foreign Military Intelligence Collection Activities course. He enlisted in the Navy in September 2004 and completed Intelligence Specialists “A” school in Dam Neck, Virginia. His tours include Joint Analysis Center, Royal Air Force Base Molesworth, United Kingdom; Fleet Intelligence Adaptive Force; and Explosive Ordnance Disposal Mobile Unit Three.

    “I have always believed that the accomplishments that we receive in the Navy is due to the hard working Sailors and Marines that I have worked beside and with,” said Baxter. “I will continue to exemplify the standards of which this award was founded and encourage others in their own pursuit of excellence.”

    Baxter was presented the award by Navy Capt. (Ret.) Christopher Bott, a board of directors’ member with NIP.

    “Clearly, Lt. Baxter hit the deck running when he arrived at the school in 2016 and immediately displayed a strong persona of excellence that he continues to build on today,” said Bott.

    The award is named for Vice Adm. Rufus L. Taylor, who made naval history as a remarkable naval intelligence officer during World War II, later serving in senior posts including director of Naval Intelligence, deputy director of the Defense Intelligence Agency and deputy director of the Central Intelligence Agency.

    Established in 1986, the award honors instructors who exhibit principles which Taylor exemplified throughout his career, such as a desire for professional knowledge, intellectual curiosity, initiative, enthusiasm, ability to command respect and motivate others, devotion to duty, effective communication skills, and personal and intellectual integrity. Each year, one instructor is chosen from each of the fleet's two primary intelligence training centers, Information Warfare Training Command San Diego and, Information Warfare Training Command Virginia Beach.

    NIP was founded in 1985 as a nonprofit organization to help and serve intelligence professionals in the United States Navy. The goal of NIP is to further knowledge of the art and science of naval intelligence.

    IWTC San Diego, as part of the Center for Information Warfare Training, provides a continuum of training to Navy and joint service personnel that prepares them to conduct information warfare across the full spectrum of military operations.
