    The Space and Naval Warfare Systems Command (SPAWAR) Office of Small Business Programs (OSBP) earned the 2017 Department of the Navy (DoN) Secretary’s Cup, Aug. 10.

    Every year, the DoN OSBP awards commands with small business programs that exhibit exemplary contributions to the Department’s small business mission through acquisition excellence and reflect the critical role small businesses play in supporting our Sailors, Marines and the industrial base.

    Commands qualified for the Secretary’s Cup demonstrate innovative approaches and perseverance in overcoming unusual conditions, issues and barriers. These approaches increase small business opportunities that enhance command effectiveness, support the customer mission, and typically result in quantifiable cost savings, innovation and efficiencies.

    To date, the eligible small business dollars for fiscal year 2017 totaled $9.47 billion for the DoN. The SPAWAR OSBP accounted for $1.17 billion proving its overall impact to small business initiatives Navy-wide.

    Faye Esaias, director, SPAWAR OSBP, emphasizes that the award demonstrates the importance of teamwork from within the organization and with outside stakeholders.

    The SPAWAR OSBP consists of employees from SPAWAR Headquarters, SPAWAR Systems Center Atlantic (SSC Atlantic) and SPAWAR Systems Center Pacific (SSC Pacific).

    “The award represents a combined team effort,” said Faye. “Not just a team effort between SPAWAR Headquarters, SSC Atlantic and SSC Pacific, but SPAWAR program managers, deputy program managers and contractors. Building a community with internal and external stakeholders helps my team understand the needs of the Navy and what small businesses can offer to improve our strategy for the future. Our small business team consistently sets up a booth for conversations at local and nation-wide conferences, like WEST, Sea-Air-Space and the NDIA Navy Gold Coast.”

    During the 29th annual National Defense Industrial Association (NDIA) Navy Gold Coast Conference held from Aug. 22 to 23 in San Diego, the entire SPAWAR OSBP team came together to reach out to the small business community locally in San Diego and visiting from across the nation.

    “Gold Coast is just one example of a conference that helps SPAWAR maintain its small business industrial base,” said Mark McLain, deputy, SPAWAR OSBP, assigned to SSC Pacific. “These companies bring with them the agility and flexibility to get us to that next level.”

    At the conference, Emily Harman, director, DoN OSBP, emphasized that small businesses support the warfighter and innovation.

    “Small businesses bring economic power to our nation and combat power to our troops,” said Harman. “We have a great team of people supporting small businesses for the Department of the Navy ... [all who focus on] professional workforce development, building partnerships in the acquisition process and optimizing communications. We need small businesses to help us achieve our mission and we need to share those good news stories.”

    Space and Naval Warfare Systems Command (SPAWAR) is the Navy acquisition command which develops, delivers, and sustains advanced information warfare capabilities for warfighters. SPAWAR, along with its system centers, space field activity, and its partnership with three program executive offices provides the hardware and software needed to execute Navy missions.
