    Navy Medicine East (NME)’s budget team received the Annual American Society of Military Comptrollers Team Achievement Award from the American Society of Military Comptrollers Hampton Roads Chapter at the Joint Base Langley-Eustis, Langley Air Force Base, Virginia, Feb. 23.

    The award recognizes a team of military, civilian, or civilian and military personnel employed by the Department of Defense for outstanding accomplishments within or across any of the functional fields of comptrollership.

    “As the largest Navy Medicine region under the Bureau of Medicine and Surgery, we manage 20 health care commands, 11 global health activities and a budget of $1.3 billion,” said Rashelle D. Taylor, NME’s region budget department head. “We conducted an extensive review and identified $2 million in excess funding that was returned for use toward critical unfunded requirements.”

    One particular milestone the NME budget team achieved was developing a plan that ensured one of the military treatment facilities in their area of operations properly identified requirements and that those requirements became adequately funded. This came after NME’s budget team found that one of its facilities was performing almost 25 percent below their budget.

    “Our Navy Medicine East team worked as the ad hoc Directorate for Resource Management and temporarily assumed responsibilities for the clinic,” said Taylor. “We held budget and resource management training with the clinic’s budget staff on several spending and budget plans, including execution of discretionary and non-discretionary requirements, materials management and travel executions.”

    The success of NME’s budget team contributed to the region having one of the best fiscal year closing rates of 99.87 percent across numerous past fiscal years as well as saving 20 staff hours as a result of the budget and resource management training provided to the clinic.

    NME oversees the delivery of medical, dental and other health care services to approximately one million patients across almost 100 facilities in the eastern hemisphere—including the Tidewater Enhanced Multi-Service Market which brings together Naval Medical Center Portsmouth, McDonald Army Health Center and U.S. Air Force Hospital Langley.
