During the event, McHugh, a United States Naval Academy graduate, thanked the Sailors of NR NIOC SD for a rewarding tour and acknowledged many of their contributions to completing the mission.
“I’m very proud of what we’ve accomplished here on the Reserve side. We’re on the cutting edge, the forefront of cyber operations, primarily cyber defense,” McHugh said. “The cyber mission and the organization throughout the Navy has developed a lot over the past two or three years and is continuing to develop. I’m very proud of the progress we’ve made.”
While McHugh will go on to support the Space and Naval Systems Warfare Command (SPAWAR) Fleet Readiness Directorate at NR SPAWAR 406, Phelps looks forward to her turn at the helm.
“I’m very excited to be the incoming commanding officer here and I’m really looking forward to working with all the Sailors,” said Phelps. “I’m a Surface Warfare Officer by trade, and coming to the information warfare community will be educational and give me a chance to work with some different rates than I’ve worked with before, so this should be a great two years.”
NIOC San Diego's mission is to provide cyber operations, information operations, and electronic warfare to Naval and Joint Forces.
