CHAPEL HILL, N.C. – The U.S. Coast Guard collaborated with the Department of Homeland Security Coastal Resilience Center of Excellence at the University of North Carolina at Chapel Hill to hold the seventh annual Maritime Risk Symposium Nov. 14-15. The symposium brought together diverse members of the military, commercial and academic communities to focus on the topic of “Integrating Maritime and Coastal Resilience.”
The purpose of the event was to “spark productive and imaginative dialogue to identify gaps in current knowledge, areas of operational inefficiencies, and new research questions in the maritime and coastal resilience sectors,” said Dr. Rick Luettich, one of the symposium co-chairs. “Specifically, we desire to develop a succinct, innovative set of recommendations for future research projects that may be pursued via the Department of Homeland Security Science & Technology Centers of Excellence.”
Luettich described maritime and coastal resiliency as “the ability to maintain operations at a high level during disruptive events, such as major storms, other natural hazards, and man-made emergencies, and to be able to rapidly recover to the prior or an improved state after the event.” Specific localities discussed during the symposium included Houston/Galveston, Texas; Norfolk / Hampton Roads, Virginia; and Boston, Massachusetts.
The symposium was organized into five sessions covering:
• General Port Resilience
• Resilience in Houston / Galveston
• Resilience in Coastal Infrastructure
• Resilience in Norfolk / Hampton Roads
• Cyber Resilience in the Maritime Transportation System
Keynote speakers during the event included Dr. Donald Hornstein, Aubrey L. Brooks Professor of Law at the University of North Carolina at Chapel Hill School of Law; U.S. Rep. David Price, 4th Congressional District of North Carolina; Devon Streit, deputy assistant secretary, Infrastructure Security and Energy Restoration from the U.S. Department of Energy; and Dr. Stephen Flynn, co-director, Kostas Research Institute and director, Center for Resilience Studies at Northeastern University. The 2017 Maritime Risk Symposium will be held at Tiffin University with an emphasis on cyber issues within the Maritime Transportation System.
