1st TSC works to stay one step ahead

1st Theater Sustainment Command

CAMP ARIFJAN, KUWAIT– The 1st Sustainment Command (Theater) held a ‘Set the Theater’ Rehearsal of Concept Drill to shape the operational environment, deter aggression and establish the conditions necessary for carrying out strategic and theater plans at the Area Support Group, Camp Arifjan, Kuwait Nov.16-18.
1st TSC Commander Maj. Gen. Paul C. Hurley Jr. chaired the rehearsal which included 85 Soldiers from more than 16 logistical commands from throughout the U.S. Central Command’s area of responsibility.
“Setting the theater refers to phase zero of a six-step process,” said Maj. William Fry, deputy plans officer, 1st TSC. “This phase aims to organize and align operations, activities, events, and investments in time, space and purpose to achieve a strategic effect.”
Phase zero doctrine requirements include everything from beans to bullets to prepare the theater, theater security cooperation and integration of operational contract support.
The STT six-step process is Shape, Deter, Seize Initiative, Dominate, Stabilize and Enable Civil Authority.
“There are many organic factors that have to be accounted for, especially at phase zero,” said Capt. Corey Campbell, plans officer, 1st TSC. “We are literally making plans on top of plans that already exist and are being executed.”
Communication plays a key role with so many moving parts from so many different areas of logistical expertise. All this is being done while maintaining current operations.
“No matter what duties anyone of us may have on our plate, we as sustainment professionals have to remain vigilant because our sole purpose is to provide continuous sustainment operations to the warfighter anywhere in our area of responsibility,” said Fry.
The 1st TSC understands from the ground level that without constant and evolving two-way communication success in a timely and efficient manor requires twice the work.
“It is so important that we build a shared understanding through the sustainment STT process to depict sustainment requirements for the next five years,” said Capt. Christopher A. Biddie, strategic plans officer, 1st TSC.
