Corps and CBP break ground on AMOC construction project

MARCH AIR RESERVE BASE, Calif. - U.S. Army Corps of Engineers Los Angeles District, U.S. Customs and Border Protection Air and Marine Operations and March Air Reserve Base officials broke ground on a new CBP Air and Marine Operations Center expansion project here Oct. 26.

Brig. Gen. Russell Muncy, commander, 452nd Air Mobility Wing, Air Force Reserve Command, March Air Reserve Base, Tony Crowder, acting deputy assistant commissioner, Air and Marine Operations and Loren Flossman, director Border Patrol and Air and Marine Program Management Office ceremonially turned dirt for the start of the $11 million project that calls for the construction of a 22,000 square foot facility located adjacent to the AMOC on MARB.

The new facility will house Information Technology staff and equipment and Federal Protective Services staff.

“Today we’re celebrating an important milestone in the life of the Air and Marine Operations Center,” said Crowder. “AMOC is a unique, national keystone in our country’s security apparatus.”

According to an agency fact sheet, the AMOC, is an international, multi-domain federal law enforcement center. Established in 1988 at MARB, Riverside, California, the facility is a state-of-the-art law enforcement operations and domain awareness center that focuses on suspicious general aviation and non-commercial maritime activities in the Western Hemisphere.

The ceremony was attended by local city, state and federal officials and members of the MARB community.

The Los Angeles District assists many non-DoD federal, state and local government agencies through the authority of the “Economy in Government Act.” The agencies are more commonly recognized as the Corps’ Interagency and International Services customers.

“USACE’s Southwestern Division's Engineering and Construction Support Office at Fort Worth District manages all CBP projects and then distributes the work to the district that is responsible for the area that the project is awarded in,” said Matthew Shun, the project manager from the Los Angeles District.

The construction contract was awarded to Barnhart-Reese Construction Inc., of San Diego, California, on Sept. 23 and is estimated to be completed by October 2017.
