“To the Army, energy action today means resiliency,” said Katherine Hammack, Assistant Secretary of the Army for Installations, Energy and the Environment. “We must ensure that we have access to energy to perform our mission.”
Available, affordable, viable, and dependable energy is one of the critical resources upon which the United States Army Reserve relies. It is a resource that powers our facilities, fuels our vehicles, and drives our ability to anticipate, prepare for, and adapt to changing conditions.
However, energy resources across the world are threatened as a result of pressures such as an increasing demand for power, the depletion of non-renewable fossil fuel sources, political instability in oil-producing regions, and climate change. Because the Army Reserve has a global “bootprint,” these pressures have the potential to impact our energy supplies, our military objectives, our mission readiness, and the welfare of our Soldiers.
To maintain the energy resources that are so vital to our resiliency, the Army Reserve is committed to ensuring energy security and to meeting Federal mandates that require reductions in energy consumption. To that end, we are encouraging energy conservation, bolstering energy efficiency, investing in renewable and alternative energy, and building a sustainable energy program foundation.
So far, the successes have been remarkable.
In fiscal year 2015, the Army Reserve achieved a nine percent reduction in energy use intensity compared to fiscal year 2014. With that significant accomplishment, we have thus far exceeded the annual energy use reduction goals set forth by Executive Order 13693 and the Department of Defense Strategic Sustainability Performance Plan. We saved not only energy but funding that is equivalent to the cost of running two and a half additional, critical training exercises.
We are incorporating numerous energy technologies – from energy efficient lighting to innovative building automation systems – that will allow us to monitor, measure, control, and allocate our energy more effectively, saving both natural and fiscal resources.
To date, almost five percent of the Army Reserve’s energy is generated from renewable energy including solar, wind and geothermal sources. The enterprise’s portfolio of these projects is constantly increasing, establishing the Army Reserve as a Federal leader in alternative power and propelling us toward Net Zero.
In addition, we are creating an informed, energy-conscious and engaged culture of Soldiers, Civilians, and Families through educational efforts, initiatives such as the Building Energy Monitor Program and a variety of outreach programs.
These achievements are only the first wave. With the strong foundation we have built, we are expecting even more robust results over the coming year. We encourage you to join the Army Reserve and take action to protect our energy resources – not only during Energy Action Month this October but every day. An energy-secure Army Reserve is a resilient Army Reserve increasingly capable of accomplishing our mission today and in the future.
Signed 1 October 2016
Mr. James Balocki
Command Executive Officer, U.S. Army Reserve
