    1st Theater Sustainment Command

    FORT BRAGG, N.C. – 1st Sustainment Command (Theater) command team, Maj. Gen. Paul Hurley and Command Sgt. Maj. Edward Bell hosted operational and sustainment leaders throughout the U.S. Central Command area of responsibility for a theater level Joint Reception, Staging, Onward Movement and Integration (JRSO&I) rehearsal of concept (ROC) drill, Sep. 22, 2016 at Camp Arifjan, Kuwait.

    Participants in the ROC drill included Maj. Gen. William Hickman, deputy commanding general-operations, U.S. Army Central, and representatives from U.S. Central Command, 401st Army Field Support Brigade, Army Material Command, 17th Sustainment Brigade, Area Support Group-Kuwait, Deployment and Distribution Operations Center (DDOC), Marines Corps Forces Central Command (MARCENT), U.S. Transportation Command (TRANSCOM), 313th Movement Control Battalion and Military Surface Deployment and Distribution Command (SDDC).

    “The purpose of this ROC drill was to identify current capabilities and limitations in the U.S. Central Command AOR in order to review and validate the JRSO&I strategy,” said Cpt. Christopher Biddie, plans officer, 1st TSC. “JRSO&I is the process that delivers combat power to the Joint Forces Commander (JFC) in the operational theater.”

    “Our mission in this ROC drill is to determine and implement a standard RSO&I procedure throughout the theater in order to support contingency, named or steady state operations,” said Col. Andrew Sampson, the chief of strategic operations and plans, 1st TSC.

    ROC drill participants used this forum to discuss their unit’s capabilities; constraints, limitations and current utilization in order to paint a picture of how to get a unit from home station notified, train and equipped, deployed and integrated into the 1st TSC mission in the deployed AOR.
    Hurley encouraged the group to be realistic in their expectations and planning.

    “A glass half full, sets unrealistic expectations,” said Hurley.

    “We are fighting a war and building combat power at the same time,” said Bell.

    Bell also stressed the difference from RSO&I in the AOR and other areas in the world.

    The ROC drill encouraged open dialogue among the units. It also revealed the fact that many policies and procedures were out of date and can become areas of contention when planning for an upcoming deployment.

    “As logisticians it’s critical to link our efforts with the operational requirements and the JRSO&I ROC drill allowed me to see the log picture from all of the support enablers,” said Gloria Blake, theater provided equipment manager, 401st AFSB.

    The number of participants who stayed behind and continued to have discussions at the conclusion of the ROC drill proved be a successful at generating unit cross-talk and future ROC drills have been scheduled.
