    SAN DIEGO -- Cmdr. Kelly Robbins relieved Capt. Miriam K. Smyth as commanding officer for Information Warfare Training Command (IWTC) San Diego during a change of command ceremony, Aug. 26.

    The guest speaker, Rear Adm. Robert Sharp, commander, Office of Naval Intelligence, and director, National Maritime Intelligence Integration Office, praised Smyth's tenure as commanding officer.

    "Miriam, you have done a fantastic job," said Sharp. "You knocked it out of the park here."

    Smyth assumed command of IWTC San Diego, formerly known as Center for Information Dominance Unit San Diego, in May 2013. She oversaw the consolidation of two commands spread across four different physical locations, which tripled the number of personnel.

    Smyth gave credit for her successes to all of her crews, past and present.

    "Thank you for all your help," said Smyth, who led 150 military, civilian and contractor personnel in delivering more than 70 courses to 12,000 students across the fleet, as well as other uniformed services and partner nations. "My goal was to empower you to succeed."

    Smyth was promoted to the rank of captain during her tenure, and her next assignment is with Defense Information Systems Agency Special Operations Command.

    Sharp welcomed Robbins and praised his career in tactical and strategic intelligence and his leadership.

    Robbins, a native of Bayview, Texas, previously served as executive officer at Navy Expeditionary Intelligence Command San Diego and most recently served at Navy Personnel Command as the intelligence junior officer detailer.

    "Capt. Smyth, thank you for handing me the reigns of an exceptional command, a great team focused on building warfighters," said Robbins, after assuming command. "This command has a great reputation for delivering world-class training and for taking care of its people. This reputation is a direct reflection of you and your outstanding leadership."

    IWTC San Diego is part of the Center for Information Warfare Training (CIWT) domain, a learning center for Naval Education and Training Command. Capt. Bill Lintz, CIWT's commanding officer, participated in the ceremony as the presiding officer.

    Information Warfare Training Command San Diego provides a continuum of training to Navy and joint service personnel that prepares them to conduct information warfare across the full spectrum of military operations.
